BACKGROUND

 

This ordinance authorizes the Director of the Department of Technology, on behalf of the Civil Service Commission, to enter into a contract with Governmentjobs.com, Inc. (also known as NeoGov) for application hosting services.

NeoGov is used by the Civil Service Commission for the support of the Insight Enterprise applicant and the test management software system, Biddle software and candidate text messaging. Utilizing this system, Civil Service can do online job analysis data collection and offsite testing, test management and candidate text messaging, all critical to the Commission’s mission. This contract will be expanding the services to include the eSkill Pre-Employment Integration and software subscription and setup for the Attract Candidate Relationship Management Software.

 

The original agreement with NeoGov (ED038195) was established March 11, 2009, and was most recently modified with the passage of ordinance 3085-2024, passed on December 9, 2024, in the amount of $196,571.56. This ordinance requests approval to continue services provided by Governmentjobs.com, Inc (also known as NeoGov). Therefore, a waiver of the bidding requirements of Columbus City Code Section 329 is requested to enter into a contract with Governmentjobs.com, Inc. (also known as NeoGov) to receive application hosting services.

 

This ordinance authorizes the expenditure of $189,551.14 for the above-described services for the period of one year from January 1, 2026, and ending on December 31, 2026.

 

FISCAL IMPACT

Funding in the amount of $189,551.14 are budgeted in the Civil Service direct charge allocation of the Information Services Operating Fund.

Governmentjobs.com will have their certification completed before the Purchase Order is completed.

 

Title

Body

 

WHEREAS, it is necessary to authorize the Director of Technology, on behalf of the Civil Service Commission, to enter into a contract with Governmentjobs.com, Inc (also known as NeoGov), for application hosting services in support of the Insight Enterprise applicant and the test management software system, Biddle software and candidate text messaging; and

 

WHEREAS, this ordinance authorizes the Director of the Department of Technology to enter into the aforementioned contract at a cost of $189,551.14 for a term of one year, commencing on January 1, 2026, and ending on December 31, 2026; and

 

WHEREAS, a waiver of the bidding requirements of Columbus City Codes Section 329 is requested to enter into contract with Governmentjobs.com, Inc (also known as NeoGov) for application hosting services; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Technology to authorize the Director of Technology on behalf of the Civil Service Commission to enter into contract with Governmentjobs.com, Inc. (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system, for the preservation of the public health, peace, property, safety, and welfare; and health, peace, property and safety; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. To authorize the Director of the Department of Technology, on behalf of the Civil Service Commission to enter into contract with Governmentjobs.com, Inc (also known as NeoGov) for application hosting services in support of the Insight Enterprise applicant and test management software system, at a cost of $189,551.14, for a one (1) year term, starting on January 1, 2026, and ending December 31, 2026.

 

SECTION 2. That the expenditure of $189,551.14, or so much thereof as may be necessary, is hereby authorized to be expended as shown in the attachment to this ordinance. (Please see attachment 2720-2025EXP)

 

SECTION 3. That City Council finds it is in the best interest of the City of Columbus to waive the formal competitive bidding requirements of City Code Chapter 329.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
