Explanation
BACKGROUND: To change the company name and Federal Identification number for contract number FL003986 for the purchase of Heavy Duty Specialty Services and FL004268 for the purchase of Auto Body Repair Services for Fleet Management. This ordinance authorizes the assignment of all past, present and future business done by the City of Columbus with Ron Otto Enterprises, Inc. dba PAC/Services, FID 311286955 to Capital Collision Services, LLC, FID 273431091.
1. Amount of additional funds: No additional funds are necessary to modify the option contract.
2. Reason additional needs were not foreseen: The current supplier, Ron Otto Enterprises, Inc. dba PAC/Services, was purchased by Capital Collision Services, LLC.
3. Reason other procurement processes not used: The same exact product is required as originally bid. No lower pricing/more attractive terms and conditions are anticipated through rebidding at this time.
4. How cost was determined: Terms and conditions are in accordance with the original agreement.
This company is not debarred according to the Federal Excluded Parties Listing or the State Auditor's Findings for Recovery Database.
In order to maintain an uninterrupted of services to City agencies using this Universal Term Contract, this ordinance is being submitted as an emergency.
FISCAL IMPACT: No additional funds are required to modify the option contract. Fleet Management will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

To authorize and direct the Finance and Management Director to modify past, present and future purchase orders with Ron Otto Enterprises, Inc. dba PAC/Services; and to declare an emergency.
Body
WHEREAS, the Finance and Management Department/Purchasing Office established the contracts with Ron Otto Enterprises, Inc. dba PAC/Services for the option to purchase Heavy Duty Specialty Services and Auto Body Repair Services; and
WHEREAS, Ron Otto Enterprises, Inc. dba PAC/Services was purchased by Capital Collision Services, LLC, located at 2365 Refugee Park, Columbus, Ohio 43207, and notified the City of this purchase in conjunction with contract FL003986 and FL004268; and
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department/Purchasing Office in that it is immediately necessary to modify contract numbers FL003986 and FL004268, thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to modify contracts FL003986 and FL004268 and all past, present and future purchase orders pursuant to the contracts to reflect the change of the company name and FID number from Ron Otto Enterprises, Inc. dba PAC/Services FID 311286955 to Capital Collision Services, LLC FID 273431091.
SECTION 2. That this modification is in accordance with Section 329.16 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
