Title: To authorize the City Auditor to create a Project and OCA number entitled "Energy Efficiency Program" to the City of Columbus Permanent Improvements Fund 747; to authorize the appropriation of said funds from the unappropriated monies in Fund 747 as received to the newly established Project and OCA number within Fund 747; to authorize that any such future deposits as the City may receive into this new Project and OCA number are hereby deemed to be appropriated, and the City Auditor is hereby authorized to account for revenues and expenditures related to the AEP incentive program or other similar programs in Fund 747 under the newly established Project and OCA number.
Background
American Electric Power's GridSMART program offers energy saving solutions to its customers.   Part of this program is an incentive payment for the replacement of inefficient systems to help promote the reduction in energy consumption.  This incentive program will pay the City of Columbus, Recreation and Parks Department, for improvements made to heating and cooling systems, lighting, motors and drives, and refrigeration equipment.  This incentive program allows for payments to the Recreation and Parks Department for energy efficient replacements made within the last three years, T12 fluorescent lighting phaseouts made in the last three years, and for future new construction and replacements made while this incentive program is still in effect.
The Columbus Recreation and Parks Department is preparing documentation to start the process for collection of incentive payments for previously installed qualifying improvements.  In addition, the department will design and install future improvements to facilities with the incentive and energy reduction program as a model.  The Recreation and Parks Department is to collect money from AEP for this incentive program on a regular basis.  Fund 747 will be used for the accounting, revenue, and expenditures of the collected funds.  This legislation will authorize and request the City of Columbus Auditor's Office to establish a new OCA and Project number within Fund 747 for this accounting.
Fiscal Impact:  There is no fiscal impact to the accounting changes authorized in this ordinance.
Title

Body
WHEREAS, it is in the best interest of the City to authorize any such future deposits as the City may receive into this newly established Fund 747 Project  hereby be deemed to be appropriated, and the City Auditor is hereby authorized to pay such amounts thereof; and
WHEREAS, the City of Columbus will use the new Project/OCA number within Fund 747 titled " Energy Efficiency Program " for the monthly accounting of the City's payments from AEP for energy efficiency incentives, and
WHEREAS, the City of Columbus will use the new Project/OCA number within Fund 747 titled " Energy Efficiency Program " for future energy efficient improvements to existing facilities; NOW, THEREFORE
BE IT ORDAINED BY THE CITY OF COLUMBUS:
SECTION 1.  That the City Auditor is hereby authorized to create OCA/Project titled "Energy Efficiency Program " to the Permanent Improvements Fund 747.
SECTION 2.  Any such future deposits as the City may receive are hereby deemed to be appropriated.
 
SECTION 3.  That the City Auditor is hereby authorized to account for revenues and expenditures related to the current AEP energy efficiency incentive program and continue accounting within Fund 747 for any future energy programs that may be available to the City of Columbus, Recreation and Parks Department.
SECTION 4.   That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
SECTION 5.    That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
SECTION  6.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
