Explanation
BACKGROUND: The Board of Health has a need to make funds available to contract with Creative Socio-Medics, Corp. Creative Socio-Medics, Corp. will enhance and upgrade the current claims billing and behavioral health data system. This upgrade and enhancement is necessary to meet the requirements of the grantor and the Ohio Department of Alcohol and Drug Addiction Services. Creative Socio-Medics, Corp. will also work the Alcohol and Drug Abuse Program on report designs, and ongoing technical support. The contract period is December 1, 2005 through November 30, 2006.
Emergency action is required to ensure the continued operation of the Alcohol and Drug Abuse Program.

To authorize the Board of Health to enter into a contract with Creative Socio-Medics, Corp. in accordance with sole source provisions for the enhancement and upgrade of the current claims billing and behavioral health data system for the Alcohol and Drug Abuse Program; to authorize the expenditure of $38,175 from the Health Department Grants Fund and $10,000 from the Department of Technology; to pay the cost thereof and to declare an emergency, ($48,175)

WHEREAS, funding in the amount of $38,175 is available in the Health Department Grants Fund to contract with Creative Socio-Medics, Corp. for the enhancement and upgrade of the claims billing and behavioral health data system and ongoing technical support for the Alcohol and Drug Abuse Program and,
WHEREAS, funding in the amount of $10,000 is available in the Department of Technology budget to fund $10,000 of the contract with Creative Socio-Medics, Corp. for the enhancement and upgrade of the claims billing and behavioral health data system and ongoing technical support for the Alcohol and Drug Abuse Program and,
WhEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to enter into contract with Creative Socio-Medics, Corp. to ensure the continued operation of the Alcohol and Drug Abuse Program for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into contract with Creative Socio-Medics, Corp. for the enhancement and upgrade of the current claims billing and behavioral health data system for the Alcohol and Drug Abuse Program for the period December 1, 2005 through November 30, 2006.
SECTION 2. That to pay the costs of said contract, the expenditure of $38,175 is hereby authorized from the Health Department Grants Fund: |Div.:50-01| Fund:251|Grant: 508320|OCA:505065|Obj. Level One: 03|Obj. Level Three:3369|
SECTION 3. That to pay the costs of said contract, the expenditure of $10,000 is hereby authorized from the Department of Technology Information Services Fund: |Div.:47-01| Fund:514|OCA:500147|Obj. Level One: 03|Obj. Level Three:3369|
SECTION 4. That this contract is awarded in accordance with the provisions of the Columbus City Code, Section 329.07(e), "Sole Source Procurement."
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
