Explanation
BACKGROUND: To modify the existing city-wide contract for the option to purchase Citrix Software and Services for the Department of Development, the largest user. Formal bids were opened by the Purchasing Office on September 14, 2002. The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06. (Proposal No. SO001818JY). Imagecom Corporation, FID 36-3730290 has been purchased by Vector, ESP, Inc., FID No. 74-1916247.
1. Amount of additional funds: No funding is required to modify the contract. The Department of Development must obtain approval to expend from their own budgeted funds for their estimated expenditures.
2. Reason additional needs were not foreseen: Original contractor was purchased by Vector, ESP, Inc.
3. Reason other procurement processes not used: N/A
4. How cost was determined: The cost, terms and condition are in accordance with original agreement.
FISCAL IMPACT: No funding is required to modify the option contracts. The Department of Development must set aside their own funding for their estimated expenditures.
In order to provide uninterrupted service and supply this ordinance is being submitted as an emergency.
Title
To authorize and direct the Finance Director to modify the citywide contract for the option to purchase Citrix Software and Services, with Vector, ESP, Inc., and to declare an emergency.
Body
WHEREAS, the Purchasing Office advertised and solicited formal bids, and selected the lowest bid; and
WHEREAS, Vector, ESP, Inc. has purchased Imagecom Corporation, and Vector, ESP, Inc. has agreed to honor FL000425 at current prices, terms and conditions; and
WHEREAS, an emergency exists in the usual daily operation of the Purchasing Office in that it is immediately necessary to modify FL000425 for an option to purchase Citrix Software and Services thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance Director be and is hereby authorized and directed to modify Contract No. FL000425 to change the name and federal identification number from Imagecom Corporation (36-3730290) to Vector, ESP, Inc. (74-1916247).
SECTION 2. That this modification is in accordance with Section 329.16 of the Columbus City Codes.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
