Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Utilities to enter into a contract modification for services with J&D Home Improvement Inc. dba The Basement Doctor for the Blueprint Volunteer Sump Pump 2022 project, CIP #650876-122991, to extend for an additional year and to change the scope of the project.

 

Work consists of installing sump pumps in homes and redirecting foundation drains away from the sanitary lateral to the sump pit in support of the Blueprint Columbus project. This contract was intended to cover 500 properties that represent the 25% target participation rate in the Clintonville and Hilltop areas of the City.  In addition to renewing the contract to continue the services in these areas, the contract will be modified to provide these services to all Blueprint Columbus areas. 

 

The Community Planning Area is “99 - Citywide”.

1.2. Reason other procurement processes are not used: 

This contract was bid with a one year initial term and options for three other years.  This is the first of those options, leaving two options remaining.

 

1.3. How cost of modification was determined:

Funds are not being added to the contract for this modification.  Services will continue to be provided per the original contract pricing.

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT

The contract modification will expand the target areas beyond the Hilltop and Clintonville and include all Blueprint zones.

 

3.  CONTRACT COMPLIANCE INFO

J&D Home Improvement Inc. dba The Basement Doctor’s contract compliance number is CC028672 and expires 6/29/24.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against J&D Home Improvement Inc.

 

4.  MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM

This contract was originally awarded with a 12.0% MBE/WBE goal.  J&D Home Improvement Inc. is classified as a majority company by the City’s Office of Diversity and Inclusion.  J&D Home Improvement Inc. anticipates performing the work on this contract modification with the use of sub-consultants.  The MBE/WBE percentage for this contract, including the renewal, is to remain 12.0%.

 

As part of their proposal, J&D Home Improvement Inc. has proposed the following three subcontractors to perform contract work:

The certification of J&D Home Improvement Inc. and the above companies was in good standing at the time of this modification.

 

5.  FISCAL IMPACT

The funding remaining on the already established purchase order for this contract is thought to be sufficient for the upcoming contract year.  No additional funding is needed at this time.

Body

WHEREAS, the Department of Public Utilities is engaged in the Blueprint Volunteer Sump Pump 2022 project; and

 

WHEREAS, Ordinance 2324-2022 authorized a contract with J&D Home Improvement Inc. dba The Basement Doctor for the Blueprint Volunteer Sump Pump 2022 project; and 

 

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to enter into a contract modification with J&D Home Improvement Inc. dba The Basement Doctor for the Blueprint Volunteer Sump Pump 2022 project for year two of the contract; and

 

WHEREAS, the contract service area is to be expanded to include all City Blueprint areas, NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  To authorize the Director of the Department of Public Utilities to enter into a contract modification with J&D Home Improvement Inc. dba The Basement Doctor for the Blueprint Volunteer Sump Pump 2022 project to extend the contract for year two of the agreement and to expand the eligible service areas of the contract to include all Blueprint zones; and

 

SECTION 3.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
