Explanation

Background:

This ordinance will waive the provisions of Section 923-03 (c) of the Columbus City Codes, which would prohibit the closure of streets for a period of time exceeding five (5) days, for the purpose of allowing the Center of Science and Industry (COSI) to conduct an outdoor exhibit involving the placement of large machinery on Washington Boulevard from Broad Street to Town Street to be held from July 7 through July 19.

Title

To waive the appropriate section of the Columbus City Codes, and to authorize and direct the Executive Director of Recreation and Parks to issue a Block Party Permit for COSI for more than (5) consecutive days.

Body

WHEREAS, the COSI 4^th Annual Big Machines Exhibit is to be held on Washington Blvd. between Broad and Town Streets from Thursday, July 7 through Tuesday, July 19; and

      WHEREAS, the Center for Science and Industry plans to submit an application with the Columbus Recreation and Parks Department for a Block Party Permit to close a public street necessary to conduct COSI's 4^th Annual Big Machines Exhibit; and

      WHEREAS, the duration of the streets for the COSI outdoor machinery exhibit will exceed the maximum allowable closure period of five (5) consecutive days, as contained in Section 923.03 (c) of the Columbus City Codes; and

      WHEREAS, it is necessary to waive Section 923.03 (c) of the Columbus City Codes to authorize the Executive Director of Recreation and Parks to issue a Block Party Permit for the COSI outdoor machinery exhibit for the closure of a street for more than five (5) consecutive days; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

      Section 1.  That Section 923.03 (c) of the Columbus City Codes be and is hereby waived as pertaining to the COSI's 4^th Annual Big Machines Exhibit for the limited purpose of closing a street for more than five (5) consecutive days.   

      Section 2. That the Executive Director of Recreation and Parks be and is hereby authorized and directed to issue a Block Party Permit for the COSI outdoor machinery exhibit for more than five (5) consecutive days, upon receipt of a completed Block Party Permit meeting all existing requirements for issuance of said permit.

      Section 3.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
