Explanation

BACKGROUND

To authorize the Director of Finance and Management to enter into a contract with Bobcat Enterprises, Inc. for the purchase and delivery of a compact track loader with attachments for an amount up to $131,975.81.

 

The equipment will be used to maintain various green infrastructure spaces around the City of Columbus. This purchase has been approved by the Division of Fleet Management and will replace BT #14845.

 

PROCUREMENT

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ028574). Forty-three (43) vendors (41 Majority, 2 MBE) were solicited and two (2 Majority) bids were received and opened on September 19, 2024.

After evaluation of the bids, the Division of Sewerage and Drainage has deemed the lowest bid from Southeastern Equipment Co., Inc. non-responsive for not meeting the required specification 3.3.11(k) Shall have reversing fan. The equipment quoted does not have a reversing fan.

 

The bid from Bobcat Enterprises, Inc. does meet all of the requirements of the bid specifications.

 

Therefore, the Division of Sewerage and Drainage recommends that the award be made for all items to Bobcat Enterprises, Inc. as the most responsive bidder.

The certification of Bobcat Enterprises, Inc. was in good standing at the time of the contract award. The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

 

MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM

This contract opportunity was submitted to the City’s Office of Diversity and Inclusion (ODI) for review and assignment of an MBE/WBE goal prior to bidding. ODI determined there was not an opportunity for MBE/WBE participation in this contract and did not assign a goal due to the proprietary nature of the equipment.

($131,975.81)

 

Body

WHEREAS, the Department of Public Utilities has a need for a compact track loader with attachments to maintain the green infrastructure around the City of Columbus; and

 

WHEREAS, the Purchasing Office opened formal bids on September 19, 2024 for the purchase and delivery of a compact track loader with attachments; and

 

WHEREAS, the lowest bid from Southeastern Equipment Co., Inc. was deemed non-responsive for not meeting the specification of a reversing fan; and

 

WHEREAS, the bid from Bobcat Enterprises, Inc. has been determined to meet all specifications; and

 

WHEREAS, the Department of Public Utilities, Division of Sewerage and Drainage recommends an award be made to Bobcat Enterprises, Inc. as the most responsive bidder; and

 

WHEREAS, it is necessary to authorize the expenditure of $131,975.81 or so much thereof as is needed for the purchase from and within the Sanitary Sewer Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Bobcat Enterprises, Inc., for purchase and delivery of a compact track loader with attachments in accordance with the terms, conditions and specifications of Solicitation Number RFQ028574 on file in the Purchasing Office; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Finance and Management be and is hereby authorized to establish a contract with Bobcat Enterprises, Inc. for the purchase and delivery of a compact track loader with attachments in accordance with the terms, conditions and specifications of Solicitation Number RFQ028574 on file in the Purchasing Office.

 

SECTION 2. That this contract is in accordance with the relevant provisions of Chapter 329 of City Code.

 

SECTION 3. That the expenditure of $131,975.81 or as much thereof as may be needed, is hereby authorized in Fund 6100 (Sanitary Sewer Operating in Object Class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
