Explanation
The project consists of the installation of one limestone screening nature trail at four feet wide, a 90' section of boardwalk, and other such work, such as seeding, grading, and limb removal, as may be necessary to complete the contract in accordance with the plans and specifications.
The Woodward Nature Preserve is a thirty-two (32) acre high quality woodland area with a diversity of plants and wildlife. Citizens as well as participants of the Nature Preserve Advisory Council have expressed concerns about the area citing the lack of a developed trail system. Trails have been made throughout the woods giving no thought to erosion, wetlands, soils and sensitive plant life to name a few. This project will enable the Department to develop a well thought out trail system that will provide access to the Preserve while at the same time protect one of our most valued natural resources.

Fiscal Impact:
$37,969.00 will come from a grant amount of $28,476.00 from ODNR Nature Works Grant Program (Ordinance # 0245-2009) and $9,493.00 from the Recreation and Parks Special Purpose Fund as listed below:

To authorize and direct the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the Woodward Park Nature Trail Project, to authorize the expenditure of $37,969.00, including a $3,456 contingency, from the ODNR Nature Works Grant and the Recreation and Parks Special Purpose Fund; and to declare an emergency. WHEREAS, bids were received by the Recreation and Parks Department on August 25, 2009, and the contract for the Woodward Park Nature Trail Project was awarded to the lowest bidder; and
WHEREAS, said contract will provide installation of one limestone screening nature trail at four feet wide, a 90' section of boardwalk, and other such work, such as seeding, grading, and limb removal, as may be necessary to complete the contract in accordance with the plans and specifications; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks, in that it is immediately necessary to to allow for completion prior to the grant expiration for the immediate preservation of the public health, peace, property and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks is hereby authorized to enter into contract with Builderscape, Inc. for the Woodward Park Nature Trail Project.
SECTION 2. That expenditure of $37,969.00 or so much therof as may be necessary, be and is hereby authorized to pay the cost thereof, as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
