Explanation
 
The City of Columbus currently exempts from enforcement the collection of parking meters on six of nine recognized City government holidays.  Three other holidays--Martin Luther King Day, President's Day, and Columbus Day--are not currently exempt. This causes confusion for downtown parkers and is inconsistent with the goal of encouraging residents and visitors to come downtown to shop and for entertainment. Moreover, it is inconsistent with the fact that  most City offices are closed for regular business on those days. This ordinance extends the exemption to all of the nine recognized City holidays. The action will have minimal revenue impact.

To amend Section  2101.165 of the Columbus City Codes, 1959, to include Martin Luther King Day, President's Day, and Columbus Day as exempt holidays for the purpose of enforcement of parking meters and to declare an emergency.  
 
 
Body
 
WHEREAS, The City of Columbus currently exempts from enforcement the collection of parking meters on only six of nine recognized City government holidays, causing confusion for downtown parkers; and
 
WHEREAS, this is inconsistent with the goal of encouraging residents and visitors to come downtown to shop and for entertainment, and is inconsistent with the fact that  most City offices are closed for regular business on those days; and
 
WHEREAS, it is necessary to amend Section of Chapter 2101.165 of the Columbus City Codes to include Martin Luther King Day, President's Day, and Columbus Day, as exempt holidays for the purpose of enforcement of parking meters; and  now, therefore
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Education in that it is immediately necessary to pass this ordinance as an emergency measure because of the need to immediately affect free parking on the upcoming Columbus Day holiday for the preservation of the public health, peace, property, safety, and welfare; now therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the following Section of Chapter 2101 of the Columbus City Codes be amended to read as follows:
2101.165 Holidays
Holidays shall include the following specific days of the year: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Thanksgiving Day and Christmas Day. (Ord. 2622-93.)
 
SECTION 2  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
