Explanation
BACKGROUND: This ordinance authorizes an amendment to Ordinance No. 0043-2025, due to an incorrect vendor name listed in the ordinance.
The vendor name listed in Ordinance No. 0043-2025 is Ohio State University Physicians Inc. CC-005200, but should be Ohio State University CC-006163. The legislation must be amended to allow execution of a valid contract agreement with the organization.
Emergency action is requested in order to remain in alignment with the grant period and deliverables by not delaying the start of this contract. Any delay could result in reimbursement for services not being allowed per the grantor.
FISCAL IMPACT: No new expenditures are being authorized by this ordinance.

To amend Ordinance No. 0043-2025, passed February 5, 2025, to correct the vendor name listed in said Ordinance; and to declare an emergency.
Body
WHEREAS, Ordinance No. 0043-2025, passed February 5, 2025, authorized the Board of Health to enter into a contract with Ohio State University Physicians Inc. CC-005200; and
WHEREAS, Ohio State University Physicians Inc has since requested the service contract be issued to the Ohio State University CC-006163; and
WHEREAS, an emergency exists in the usual daily operation of the City in that it is immediately necessary to authorize an amendment to Ordinance No. 0043-2025 to correct the vendor name listed in that Ordinance so that the contract can remain in alignment with the grant period and deliverables, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1. of Ordinance No. 0043-2025, passed February 5, 2025, be amended to read as follows, deletions in strikethrough: That the Board of Health is hereby authorized to enter into contracts for a total amount not to exceed $3,622,766.34 for HIV-related services to persons with HIV or AIDS in central Ohio, for the period of March 1, 2025 through February 28, 2026, with AIDS Healthcare Foundation, Equitas Health, Heart of Ohio Family Health Centers, The Research Institute at Nationwide Children’s Hospital, and Ohio State University Physicians Inc.
SECTION 2. That the existing Section 1 of Ordinance No. 0043-2025 and all references in the Background section and recitals inconsistent with this ordinance are hereby repealed.
SECTION 3. That all provisions of Ordinance No. 0043-2025 not expressly repealed herein shall remain in full force and effect.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
