Explanation
This ordinance authorizes the Director of Public Utilities to enter into an agreement with Minsait ACS, Inc. for hardware, software, and project services related to the PRISM Historian hardware Server and eAlarm application.
Minsait ACS, Inc. is the original developer and system architect for the Division of Power’s existing PRISM SCADA system. PRISM historian and eAlarm are add-ons to this existing system. PRISM historian extends the number of collected points beyond the 14,000 limit of PRISM HDC, supports data collection intervals down to one second, allows reporting through traditional Greport tool and LibreOffice macros, and supports high-availability database configurations. The eAlarm event application provides the capability for email alerts for system events or critical alarms for up to 20 recipients. Due to the custom solution used by the Division of Power, it is in the City’s best interest to enter into a sole-source contract for these two package add-ons.
The original PRISM system was upgraded under the authorization of ORD #2409-2022. This project is estimated to take three months from project kickoff, but as delays are possible, the contract will extend from date of execution through completion of the historical data transfer, and end with shipment of the system and acceptance by the Division of Power.

Body
WHEREAS, the Department of Public Utilities utilizes the SCADA network designed and developed by Minsait ACS, Inc. as the main controlling and monitoring system for the Division of Power electrical distribution system; and
WHEREAS, the original system, over 20 years old, was upgraded under the authorization of Ordinance 2409-2022; and
WHEREAS, the Department of Public Utilities wishes to enter into an agreement for hardware, software and project services for the PRISM base historian and eAlarm add-ons; and
WHEREAS, As the system is proprietary, this ordinance is being submitted in accordance with the pertinent provisions for Sole Source procurement of Columbus City Code Chapter 329; and
WHEREAS, the expenditure of $106,045.00 or so much thereof as may be needed, is hereby authorized from object classes 03, Services, and 06, Capital Outlay, in the Electricity Operating Fund, per the accounting codes in the attachment to this ordinance; and
WHEREAS, it has become necessary in the usual daily operations of the Department of Public Utilities in that it is necessary to authorize the Director of Public Utilities to enter into a contract with Minsait ACS, Inc. for hardware, software, and implementation of the Base Prism Historian and eAlarm software upgrades to the existing SCADA network; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities be and is hereby authorized to enter into a contract with Minsait ACS, Inc. for implementation of the Base Prism Historian and eAlarm software upgrades to the already existing SCADA network pursuant to the sole source provisions of Columbus City Code.
SECTION 2. That the expenditure of $106,045.00 or so much thereof as may be needed, is hereby authorized from object classes 03, Services, and 06, Capital Outlay, in the Electricity Operating Fund, per the accounting codes in the attachment to this ordinance; and
SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
