Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into an agreement with the Franklin County Engineer to provide for the resurfacing of Olentangy River Road from the southern corporation limit located at 31 feet south of Pinecliff Place to the northern corporation limit located at 814 feet south of Troon Trail. This ordinance also authorizes th City to accept payment from the County for this work.
The City will mill the existing pavement, overlay with new asphalt concrete, install aggregate berm and perform full depth pavement repairs. Work will also include the installation of thermoplastic pavement markings by City Forces.
2. FISCAL IMPACT
Franklin County will provide the estimated sum of $49,362.46 for the City to perform this resurfacing work.
3. EMERGENCY DESIGNATION
Emergency action is requested for this legislation to authorize the Director of Public Service to enter into agreement with the Franklin County Engineer at the earliest possible time so that funding can be received prior to the beginning of the project.

WHEREAS, the Franklin County Engineer has requested that the City, as part of a planned City resurfacing project, provide for the resurfacing and associated work on a portion of Olentangy River Road from the southern corporation limit located at 31 feet south of Pinecliff Place to the northern corporation limit located at 814 feet south of Troon Trail; and
WHEREAS, the Franklin County Engineer will provide payment to the City for the cost of this work; and
WHEREAS, this ordinance authorizes the Director of Public Service to enter into agreements with Franklin County necessary to complete this project; and
WHEREAS, an emergency exists in the Department of Public Service in that this agreement is necessary so funding can be received from Franklin County and work on this project can begin at the earliest possible time; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be authorized to enter into an agreement with the Franklin County Engineer, 970 Dublin Road, Columbus, OH 43215, to provide for the resurfacing of a portion of Olentangy River Road and receive payment from Franklin County for the project.
SECTION 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
