Explanation
1. NEED:
This legislation authorizes the Director of Public Utilities to modify the professional engineering services contract with URS Corporation for purposes of incorporating the design of replacement starters and rehabilitation of motors and blowers in connection with the Southerly Wastewater Treatment Plant Electrical System Upgrade Project, for the Division of Sewerage and Drainage.
2. PROFESSIONAL ENGINEERING SERVICES CT. MOD. AWARD :
This contract is being funded incrementally by modification as the work progress through the planned project steps from preliminary design through services during construction. The contract total including this modification is $312,393.00. This additional work could not have been foreseen at the original time this contract was awarded, due to the fact that the manufacturer for the existing starters no longer supports this equipment. Incorporating this additional work at this time is the most cost efficient means for accomplishing the total rehabilitation long term goals for this system. It is not deemed either feasible or reasonable to suspend work with the entities currently under contract and undertake continuation of the work under a new procurement. The cost of the modification is a continuation of the contractors' current pricing structure, as verified by City staff. The existing contract provides for this mechanism.
3. FISCAL IMPACT: There will be sufficient authority in the 2003 Capital Improvements Budget for the expenditure upon passage of this ordinance. This project work will be funded at a future date by a loan from the State of Ohio Water Pollution Control Loan Fund (WPCLF) which is jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.

WHEREAS, Contract No. EL003238 was authorized by Ordinance N. 1977-02, as passed by Columbus City Council on December 16, 2002, was executed February 26, 2003, and approved by the February 17, 2003, for purposes of providing preliminary and detailed design services in connection with the Southerly Wastewater Treatment Plant Electrical System Upgrade Project for the Division of Sewerage and Drainage, Department of Public Utilities; and
WHEREAS, division engineering personnel have determined it necessary and cost effect to incorporate the design of replacement starters and the rehabilitation of motors and blowers into the existing plans for the Southerly Wastewater Treatment Plant Electrical System Upgrade Project; and
WHEREAS, it is necessary for this City Council to authorize the Director of Public Utilities to execute a professional engineering services contract modification with URS Corporation, Inc., for purposes adding the aforementioned services in connection with the Southerly Wastewater Treatment Plant Electrical System Upgrade Project; to authorize the appropriation, transfer, and expenditure of funds from the Sewer System Reserve Fund to the Ohio Water Pollution Control Loan Fund; and to authorize an amendment to the 2003 Capital Improvements Budget, at the earliest practicable date, now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That from the unappropriated monies in the Sewerage System Reserve Fund No. 654, and from all monies estimated to come into said fund from any and all sources, and unappropriated for any other purpose during the fiscal year ending December 31, 2003, the sum of $199,893.00 is hereby appropriated to the Division of Sewerage and Drainage| Division 60-05| Object Level One 10| Object Level Three 5502| OCA Code 901553
Section 2. That the City Auditor is hereby authorized to transfer $199,893.00 to the Ohio Water Pollution Control Loan Fund No. 666, into the Southerly Wastewater Treatment Plant Electrical System Upgrade Project| Project No. 650346| at such time as deemed necessary by him, and to expend said funds, or so much thereof as may be necessary.
Section 3. That the $199,893.00 is hereby appropriated for the Southerly Wastewater Treatment Plant Electrical System Upgrade Project within the Ohio Water Pollution Control Loan Fund No. 666| Division No. 60-05| Project 650346| OCA Code 666346.
Section 4. That the Director of Public Utilities be, and hereby is, authorized to modify the professional engineering services contract, identified as City Auditor's Contract No. EL003238, with URS Corporation, Inc., 277 West Nationwide Boulevard, Columbus, Ohio 444125-2566, for professional engineering services associated with the Southerly Wastewater Treatment Plant Electrical System Upgrade Project, in accordance with the terms and conditions as shown in the Modification No. 1 on file in the office of the Division of Sewerage and Drainage's, General Engineering Section.
Section 5. That for the purpose of paying the cost of the professional engineering services contract modification the expenditure of $199,893.00, or as much thereof as may be needed, is hereby authorized from the Ohio Water Pollution Control Loan Fund No. 666| Division 60-05| Project No. 650346| OCA Code No. 666346| Object Level Three No. 6678.
Section 6. That the 2003 Capital Improvements Budget Ordinance No. 1943-03 is hereby amended as follows, in order to provide sufficient budget authority for the execution of the professional engineering services contract modification agreement referenced within Section herein as follows:
