Explanation
 
BACKGROUND:      Columbus Public Health has been awarded a grant from State Farm Mutual Automobile Insurance company to fund the Car Seat Technician Program for the period February 1, 2014 through February 28, 2015.  Columbus Public Health has been designated as the primary grantee agency and administrator for the Car Seat Technician Program Grant in Franklin County.  The grant funds awarded provide for a contract with Car Seat Foundation for $24,500.00, to provide additional staffing for the operation of three car seat technician training classes.  The contract compliance number for the Car Sear Foundation is 461377946.  Car Seat Foundation is listed as a non-profit organization.
 
This contract was awarded in compliance with Section 329.15 of the Columbus City Code.
 
Emergency action is requested in order to avoid any delays in providing program services.
 
FISCAL IMPACT:        The Car Seat Technician Program is entirely funded by State Farm Mutual Automobile Insurance.  This program does not require a City match.

WHEREAS,      State Farm Mutual Automobile Insurance has designated Columbus Public Health as the primary grantee agency and fund administrator for three car seat technician training classes in Franklin County; and,
 
WHEREAS, it is necessary to enter into contract with the Car Seat Foundation to provide additional staffing for the operation of the three car seat technician training classses; and,
 
WHEREAS, the Car Seat Foundation will expend funds to staff and facilitate three car seat technician classes; and,
 
WHEREAS, this contract is being entered into in compliance with Section 329.15 of the Columbus City Code; and,
 
WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this contract in order to avoid any delays in providing program services for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the Board of Health is hereby authorized and directed to enter into a contract with the Car Seat Foundation for the provision of three car seat technician classes for the period of February 1, 2014 through February 28, 2015, in an amount not to exceed $24,500.00.
 
SECTION 2.      That for the contract stated above, the sum of $24,500.00 is hereby authorized to be expended from the City's Private Grants Fund, Fund No. 291, Grant No 501420,  Division No. 50-01, OCA Code 501420, Object Level One 03, Object Level Three 3336.
 
SECTION 3.      That this contract is entered into in accordance with 329.15 of the Columbus City Code.
 
SECTION 4.  That the funds necessary to carry out the purpose of this ordiance are hereby deemed approrpriated, and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
