Title: To authorize the Public Service Director and Recreation and Parks Director to grant consent and propose cooperation with the Franklin County Engineer for the Greenlawn Avenue over Scioto River bridge reconstruction project; the Dublin-Granville Road at Harlem Road intersection improvement project and the Innis Road over Alum Creek bridge reconstruction project for the Transportation Division and Recreation and Parks Department. Explanation
Background -This is consent legislation with Franklin County, Ohio for three projects:  Greenlawn Avenue over the Scioto River bridge reconstruction, Dublin-Granville Road at Harlem Road intersection improvement, and Innis Road over Alum Creek bridge reconstruction.
 
The Greenlawn Avenue over Scioto River project involves bridge redecking combined with some parking area work at the west end of the bridge and enhanced features to the bridge railing for the Columbus Recreation and Parks Department.  Transportation Division staff have reviewed the plans.  The estimated $2,000,000 construction cost will be funded eighty percent by federal-aid and twenty percent by Franklin County/Columbus Recreation and Parks Department.  Columbus Recreation and Parks Department share is now estimated at $35,000.  This project is currently scheduled for 2007, but may move up to 2006.   
 
The Dublin-Granville Road at Harlem Road project is an intersection improvement project.  The West Leg of this project is within the City of Columbus.  Transportation Division staff have reviewed the plans.  The estimated $1,800,000 for construction of this project will be funded by Franklin County.  This project is scheduled for 2005.
 
The Innis Road over Alum Creek project is a bridge redecking project.  A barrier-separated bike path will also be installed along the North side of the bridge at no cost to the City.  Transportation Division staff have reviewed the plans.  The estimated $1,000,000 construction cost will be funded eighty percent by Federal aid and twenty percent by Franklin County.  Construction of this project is scheduled for 2005.
 
Since a portion of each of these projects lies within the City of Columbus, this consent ordinance is necessary.  This legislation also authorizes the Public Service Director and the Recreation and Parks Director to enter into the necessary agreements to complete these projects.
 
Fiscal Impact: The Recreation and Parks Department will be responsible for an estimated $35,000 for the Greenlawn over Scioto River project.  There is no payment from the City required at this time.  There is no City funding involved for the Dublin-Granville Road at Harlem Road project and the Innis Road over Alum Creek project.

WHEREAS,  the Franklin County Engineer's office has identified the need for the described projects:
 
Greenlawn Avenue over the Scioto River bridge redecking and parking area work, Dublin-Granville Road at Harlem Road intersection improvement project, and Innis Road over Alum Creek bridge redecking project; and
 
WHEREAS, a part of each of these projects is within the Columbus corporate boundaries; and
 
WHEREAS,  the City grants consent and agrees to cooperate with Franklin County in the planning, design and construction of these projects; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1 - Consent Statement
 
Being in the public interest, the City of Columbus agrees to authorize the Franklin County Engineer to be its agent for these projects.
 
SECTION 2 - Cooperation Statement
 
The City hereby agrees to cooperate with Franklin County in the planning, design and construction of the identified highway improvement projects and grants consent to  Franklin County for the development and construction of these projects.
 
SECTION 3 - Authority to Sign
 
The Public Service Director and the Recreation and Parks Director of the City of Columbus are hereby empowered on behalf of the City of Columbus to enter into contracts with Franklin County necessary to complete the above-described projects.
 
SECTION 4 - This ordinance shall take effect and be in force from and after the earliest period allowed by law.
