Explanation
 
BACKGROUND:  This legislation authorizes the Director of the Department of Development to enter into contracts with various social service agencies throughout Central Ohio. The total amount of these contracts represents $918,499.00.
 
This ordinance represents programs to be funded following the Department of Development's competitive procurement process. The legislation targets those social service agencies that will provide help to families and households through access to self-sufficiency, information and referral, services to new populations, school resources, legal assistance and material assistance.  In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance.  These programs include childcare and housing referral, emergency services, literacy initiatives, community mediation, and planning activities.  This funding will allow the process to continue.
 
This ordinance is an emergency due to these agencies accruing program expenses associated with operations.
 
 
FISCAL IMPACT: This legislation will authorize a transfer in the amount of $242,819 from Object Level One 10 to Object Level One 03. In 2005, a total of $2,796,111.00 has been allocated to fund social service programs through the General Fund.

To authorize the transfer of $242,819 within the Neighborhood Services Division, General Fund; to authorize the Director of the Department of Development to enter into contracts with various social service agencies; to authorize the expenditure of $918,499.00 from the General Fund; and to declare an emergency. Body
 
WHEREAS, the Director of the Department of Development desires to enter into contracts with various social service agencies for the provision of social services; and
 
WHEREAS, these programs include youth services, resettlement programs, housing referral, intervention activities, information and referral efforts, community mediation, resource centers and neighborhood activities; and
 
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to transfer said funds and to enter into contracts with various social service agencies for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
 
 
      BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
Section 1.      That the City Auditor is hereby authorized and directed to transfer $ 242,819 within
the Department of Development, General Fund, Fund 010, Division 44-05, OCA
Code 440280 as follows:

TO:
 
Object Level One 03, Object Level Three 3337, Amount $242,819.
 
Section 2.       That the Director of the Department of Development be and is hereby authorized to
enter into contracts with various agencies as listed in Section 4 for the period of
February 1, 2005 through January 31, 2006.
 
Section 3.      That these contracts are awarded pursuant to Section 329.15 of the Columbus City
Codes, 1959, as amended.
 
 
Section 4.       That for the purpose as stated in Section 2, the expenditure of $918,499.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-05, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 440280, as follows:

Section 5.        That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
