Explanation

This ordinance authorizes the Director of the Department of Recreation and Parks to enter into a grant agreement with the Jazz Arts Group of Columbus in support of the Summer Youth Jazz program.

 

The Jazz Arts Group of Columbus (JAG) is America’s premier not-for-profit arts organization dedicated to producing, performing, and promoting jazz. Their mission is to advance and celebrate the art of jazz through performance and education. The Jazz Arts Group (JAG) divides its resources among two areas: performance and education.

 

JAG will partner with the YMCA in the Linden and Hilltop neighborhoods to implement jazz outreach programs for Pre-K, elementary/middle school age, and teens. These programs would be offered in the summer in conjunction with the “Y without Walls” held at the Linden Recreation Center, and the Hilltop YMCA Summer Camp program. Because JAG has a history of working in these neighborhoods and with the YMCA, JAG has a shared vision with the City of Columbus investment in these neighborhoods. An additional community partner will be Transit Arts, a multi-disciplinary arts organization with extensive experience working with teens in Columbus neighborhoods. Below are descriptions of the programs:

 

Jumpin’ JaKs is a pre-school program which introduces music and encourages creative self-expression and literacy for children aged three to five. This powerful program fuses arts education with codified early childhood educational practices. Each class is run by an experienced music educator, incorporating an exploration of music and instruments, movement, games, story time, and singing songs. Jazz artists provide the children with a live performance and share their musical talent, passion, and expertise.

 

Jump for Jazz is an educational program for grades K-5 that combines great jazz standards and songs from early childhood materials that adapt well to the jazz genre. Using songs and activities developed by an experienced early childhood music educator, Jump for Jazz aims to enhance literacy, musical awareness, and movement for children. The students dance, sing, and play instruments, and are fully engaged listeners. A jazz trio of professional musicians and teaching artists brings an energetic and interactive performance experience of the highest level to the students.

 

Creative Arts for Teens is a program for teens to foster creativity and creative expression. JAG will partner with Transit Arts to provide elements exciting to teens -- dance, beatboxing, hip hop - and how they relate to jazz. The program may include Byron Stripling’s inspiring talk “Three Keys to Becoming Awesome.” Additional activities may include blues journaling (song writing) and spoken word.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to provide the Jazz Arts Group with funding to support programming for the remaining summer months.

Body

WHEREAS, the Jazz Arts Group of Columbus (JAG) is America’s premier not-for-profit arts organization dedicated to producing, performing, and promoting jazz; and

 

WHEREAS, in an effort to provide additional summer engagement opportunities for youth residents, JAG will partner with the YMCA in the Linden and Hilltop neighborhoods to implement jazz outreach programs for Pre-K, elementary/middle school age, and teens; and

 

WHEREAS, JAG has a shared vision with the City of Columbus investment in these neighborhoods, and the Department of Recreation and Parks deems it an effective use of funds to support programming that provides opportunities for youths in Linden and the Hilltop neighborhoods; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to authorize the Director to enter into a grant agreement with JAG in order to provide the resources needed for summer programming, for the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Recreation and Parks is hereby authorized to enter into a grant agreement with the Jazz Arts Group of Columbus in support of the Summer Youth Jazz program.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $6,500.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to the Department of Recreation and Parks, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the expenditure of $6,500.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 1, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
