This legislation authorizes the Executive Director of CelebrateOne to modify the grant agreement with Restoring Our Own Through Transformation (ROOTT) for holistic, community-oriented Perinatal Support Doula care. ROOTT is a non-profit corporation.
The City of Columbus previously approved ordinance 1832-2025 approving the grant for a twelve month period beginning on July 28th 2025. This ordinance is seeking to allow the reimbursement of costs for the program starting prior to the grant approval, back to January 1st 2025. The allotted grant amount shall remain the same at $425,000.00

Fiscal Impact: This ordinance authorizes the modification of the grant reimbursement dates to begin on January 1st 2025 but does not alter the previously approved total expenditure of $425,000 from the General Operating Fund with Restoring Our Own Through Transformation (ROOTT) for holistic, community-oriented Perinatal Support Doula care.
EMERGENCY DESIGNATION: This ordinance is being submitted as an emergency in order to allow the continuation of vital services to City of Columbus mothers and allow the work of the grant to continue uninterrupted for the health and prosperity of City of Columbus citizens

To authorize the Executive Director of CelebrateOne, on behalf of CelebrateOne, to modify a grant agreement with Restoring Our Own Through Transformation (ROOTT) for holistic, community-oriented Perinatal Support Doula care; to allow reimbursement for grant expenses dating back to January 1st 2025; and to declare an emergency. WHEREAS, it is necessary to modify the grant agreement with Restoring Our Own Through Transformation (ROOTT) for holistic, community-oriented Perinatal Support Doula ; and
WHEREAS, the City of Columbus, Department of CelebrateOne awarded the grant for these vital service serve at risk mothers to help lower the infant mortality rate; and
WHEREAS, Ordinance No. 1832-2025, passed by City Council on July 30th, 2025, authorized the original grant award with Restoring Our Own Through Transformation for a twelve month term beginning on July 28th 2025; and
WHEREAS, it is necessary to modify the initial date that invoicing for payments to be submitted for Grant reimbursement due to the work that has been ongoing in the community by Restoring Our Own Through Transformation (ROOTT); and
WHEREAS, this ordinance is being submitted in accordance with the relevant provisions of Chapter 329.09 of City Code pertaining to contract modifications; and
WHEREAS, an emergency exists in the usual daily operation of the Department of CelebrateOne, in that it is immediately necessary to authorize the Director of CelebrateOne to modify the current grant for holistic, community-oriented Perinatal Support Doula care with Restoring Our Own Through Transformation (ROOTT), to process reimbursements of costs back to Juary 1, 2025, in a timely manner in order to allow the continuation of vital services to help lower the infant mortality rate, all for the immediate preservation of the public health, peace, property, safety and welfare; and now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of CelebrateOne, is hereby authorized to modify the grant agreement with Restoring Our Own Through Transformation (ROOTT) for holistic, community-oriented Perinatal Support Doula care to allow the reimbursement of costs for the program starting prior to the grant approval, back to January 1st 2025.
SECTION 2. That reimbursement of services in regards to the action authorized in Section 1 is hereby authorized via the Grant Agreement setup by Ord. 1832-2025 from the corresponding previously established Auditor Certificate ACPO012203.
SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Executive Director of CelebrateOne, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure, and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
