Explanation

 

Background:  The Department of Development seeks to enter into a contract with McBride Consulting, LLC in an amount of up to $155,133.68 to provide business operations review services of the Homeowner Services Repair Programs for the Housing Division.  The repair programs include: Emergency Repair, Roof Replacement, and Critical Home Repair. 

The Consulting firm will review and assess the Department’s Housing Homeowner Services Repair programs current organizational structure, operational functions, departmental procedures, and staffing levels and then provide recommendations that will enhance the organizational operations for current and future needs.  The division’s processes have not been significantly updated in over 20 years, to increase the number of clients served by the program, and to reduce the time it takes to receive, review, process, and complete the scope of work for services requested.

The Department utilized the Request for Proposals (RFP) process in accordance with City procurements standards to solicit proposals.  Proposals were submitted in response to RFQ024214 in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes.

After careful review, the Proposal Evaluation Committee selected McBride Consulting, LLC to review and assess the division’s homeowner services repair programs. 

Fiscal Impact: This legislation authorizes the transfer within a fund, and the expenditure of $155,133.68 from the 2023 General Fund.

 

CONTRACT COMPLIANCE:  the vendor number is 045721; and expires 6/14/2025.

 

 

Title

 

To authorize the Director of Development to enter into a contract with McBride Consulting, LLC for business operations review services for the Homeowner Services Repair Programs review within the Division of Housing; and to authorize the transfer and expenditure of an amount not to exceed $155,133.68 from the General Fund. ($155,133.68)

 

 

Body

 

WHEREAS, the Department of Development is in need of business operations review services to review and assess the Department’s Housing Homeowner Services Repair Programs; and

 

WHEREAS, the Department of Development utilized a Request for Proposals (RFP) process to identify and assess qualified firms; and

 

WHEREAS, proposals were submitted in response to RFQ024214 in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes, and McBride Consulting, LLC received the highest overall score from the RFP committee; and

 

WHEREAS, this legislation authorizes the transfer within a fund and authorizes the expenditure of an amount not to exceed $155,133.68; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Development is hereby authorized to enter into a contract with McBride Consulting, LLC to provide business operations review services of the Homeowner Services Repair Programs for the Department of Development, Division of Housing in an amount not to exceed $155,133.68 for a  term of approximately six months, expiring April 30, 2024.

 

SECTION 2.  That the transfer of $155,133.68, or so much thereof as may be needed, is hereby authorized within Fund 1000 (General Fund), from Dept.-Div 44-02 (Economic Development), object class 01 (Personnel) to Dept-Div 44-10 (Housing), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3. That for the purpose as stated in Section 1, the expenditure of an amount not to exceed $155,133.68, or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept-Div 44-10 (Housing), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
