Explanation
Ordinance 1682-2006, passed October 25, 2006, authorized the Director of Education to accept, appropriate and expend monies through a grant from Franklin County Department of Job and Family Services and to enter into contract with Tech Corps Ohio and COWIC for the City Student Tech Corps program. The stipends were to be processed through COWIC, Central Ohio Workforce Investment Corporation. They are sponsoring their own summer youth program and are not able to process our stipends. This legislation amends Ordinance 1682-2006 to contract with the Columbus Urban League in place of COWIC.
FISCAL IMPACT: Funds for this program are solely from Franklin County based on participants being TANF eligible. (Temporary Assistance for Needy Families). No City dollars will be used. This grant will be in the Special Revenue Grant 291, grant 400002.
Title
To amend ordinance 1682-2006 to replace COWIC with the Columbus Urban League for stipend processing in the the City Student Tech Corps Summer Program, and to declare an emergency.
Body
WHEREAS, ordinance 1682-2006 passed October 25, 2006 authorized the Director of Education to enter into accept, appropriate and expend funds and enter into contract with Tech Corps Ohio and COWIC;and
WHEREAS, it is necessary to amend the stipend processing contract vendor from COWIC to the Columbus Urban League ; and
WHEREAS, this requires immediate action so that the youth can be paid in a timely manner; and
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to authorize the change of vendor for the summer stipends for Tech Corps program starting on June 11, thereby preserving the public health, peace, property, safety and welfare; and now,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
That Section 1 of Ordinance 1682-2006, passed October 25, 2006 is hereby amended to read as follows:
That the Director of the Office of Education be and hereby is authorized to accept a grant in the amount of $636,832.94 received from the Franklin County Job and Family Services and to enter into contract with the following agencies.
Columbus Urban League Stipends Summer Youth Program $420,000.00
Tech Corps Ohio $150,000.00
Office of Education $ 66,832.94
Section 2. .That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
