Explanation
BACKGROUND: This ordinance authorizes City Council to modify ordinance 1753-2008 passed November 25, 2008. It also authorizes the City Auditor to re-assign AC 029227 and make it payable to Kenneth W. Borror Consulting Services instead of to Franklin County. This ordinance will also authorize the Public Safety Director to enter into a contract modification with Kenneth W. Borror for E-911 consulting services for the Support Services Division.
The original legislation (1753-2008) authorized the Director of Public Safety to enter into a contract with the Franklin County Commissioner's Office for E-911 Consulting Services for the City of Columbus and Franklin County for the period beginning January 1, 2009 through December 31, 2009, with options for renewal on an annual basis. However, due to an agreement between the City and the County, the contract will instead continue to reside with Columbus. As a result, this legislation now authorizes the Director of Public Safety to enter into a contract modification with Kenneth W. Borror for E-911 Consulting Services, for the same time period with renewal options.
Columbus and Franklin County need a contract for services to continuously update data information for all E-911 Public Safety Answering Point (PSAP) entities within the area; and coordinate these updates with PUCO, AT&T, and Local, State, and Federal Governments, to ensure uninterrupted wireless and E-911 services for the City of Columbus and Franklin County.
Emergency Designation: Emergency designation is requested due to the need to continue this contract with Ken Borror and ensure uninterrupted wire line and wireless services for both the City and the County.
FISCAL IMPACT: There is no net fiscal impact on the 2009 budget. The Auditor's Certificate was established with the County in 2008. This legislation requests that the original certificate established for the County be re-assigned to Kenneth B. Borror Consulting Services. The County will reimburse fifty percent of this contract to the City. Support Services expended $30,531 in 2006 and $40,000 in 2007 for these services.

To modify ordinance 1753-2008, to authorize the City Auditor to re-assign an existing Auditor's Certificate, to authorize the Director of Public Safety to enter into a contract modification with Kenneth W. Borror for E-911 Consulting Services for the Division of Support Services, to authorize the expenditure of $55,000.00 from the General Fund; and to declare an emergency ($55,000.00).

WHEREAS, the responsibility of contracting for the E-911 Consulting Services will continue to be that of the Department of Public Safety; and
WHEREAS, it is necessary to modify ordinance 1753-2008, and
WHEREAS, it is necessary to re-assign Auditor's Certificate AC029227 and reestablish it with Kenneth W. Borror Consulting Services due to an agreement between the City and Franklin County, and
WHEREAS, said services are required to ensure uninterrupted E-911 Systems; coordinating activities with the PUCO, AT&T, Local, State and Federal Governments; collecting and updating of information needed to maintain all the E-911 System within the City of Columbus and Franklin County; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Safety, Division of Support Services, in that it is immediately necessary to enter into contract for the continued E-911 coordination services, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
Section 1. That section one of ordinance 1753-2008 be modified to read: "The Director of Public Safety is hereby authorized to enter into contract with Kenneth W. Borrer for E911 consulting services". Thus, eliminating the phrase 'contract with Franklin County Commissioners Office".
Section 2. That the City Auditor is authorized to re-assign Auditor's Certificate AC 029227 from the Franklin County Commissioners to Kenneth W. Borror Consulting Services.
Section 3. That the Director of Public Safety, be and hereby is, authorized to enter into a contract modification with Kenneth W. Borror Consulting Services for E-911 consulting services.
Section 4. That the expenditure of $55,000.00, or so much thereof as may be needed, is hereby authorized to be expended from the General Fund as indicated on the original Auditor's Certificate, excepting for the changes listed in Section 2 above.
Section 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
