Explanation

1.   BACKGROUND:

This legislation authorizes the Director of Public Utilities to modify the professional engineering services agreement with CH2M Hill, for the Southerly Wastewater Treatment Plant Sludge Dewatering and Miscellaneous Improvements Project for the Division of Sewerage and Drainage. The original contract was signed with BBS Corporation. BBS Corporation has now been acquired by CH2M Hill and we are modifying a contract with CH2M Hill. Engineering services for this project are being funded incrementally by contract modification as portions of the work are undertaken to advance the project through planning, engineering design and construction of facilities. The Division has determined that these services cannot be performed by City personnel at this time, and has planned for the procurement of these services on a routine basis.

The contract modification now proposed provides funding for engineering services required for this project's construction contract. It provides for additional technical project representation services now needed for the proper project completion for Contract S64. The cost of the modification is a continuation of the vendor's current pricing structure, as verified by City staff.  This is the final modification for this project as no other modifications have been scheduled.

2.   FISCAL IMPACT:

The Division will be using funds from the recent bond sale, which has sufficient authority in the 2006 Capital Improvements Budget.

Body

WHEREAS, Contract No. EL000206 was authorized by Ordinance No. 3034-99, as passed on December 13, 1999, to provide  professional engineering services for the Southerly Wastewater Treatment Plant Sludge Dewatering and Miscellaneous Improvements Project, for the Division of Sewerage and Drainage; and

WHEREAS, the original contract was signed with BBS Corporation and BBS Corporation has now been acquired by CH2M Hill and we are modifying a contract with CH2M Hill.  This is the final modification for this project as no other modifications have been scheduled; and

WHEREAS, in order to provide for timely and proper continuation of the Southerly Wastewater Treatment Plant Sludge Dewatering and Miscellaneous Improvements Project, and to meet the City's commitments to the agencies providing financial assistance to this project, it is necessary to modify the subject contract to provide additional services during construction needed for this project's construction project; and

WHEREAS, it is necessary to authorize the Director of Public Utilities to modify the aforementioned professional engineering services contract with CH2M Hill for purposes of funding the additional engineering services needed for the Southerly Wastewater Treatment Plant Sludge Dewatering and Miscellaneous Improvements Project, pursuant to the proper management and timely completion of the project construction; now, therefore,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Director of Public Utilities be, and hereby is, authorized to modify the professional engineering services agreement, EL000206 with CH2M Hill, 1103 Schrock Road, Columbus, Ohio 43229, in a maximum amount of $3,762,979.00, in accordance with the terms and conditions as shown in the contract modification on file in the office of the Division of Sewerage and Drainage.

Section 2. That for the purpose of paying the cost of this modification, the expenditure of $24,000, or as much thereof as may be needed, be and the same hereby is authorized from the Voted Sanitary Bond Sale, as follows:
