Explanation
BACKGROUND: The Franklin County Municipal Court Judges entered into a contract with Asist Translation Services, Inc. effective February 1, 2005, for the fourth year of a four-year contract to provide language interpreter services to the Court under the authority of ordinance number 0185-2005 passed by City Council on February 7, 2005. The Court is in the process of drafting specifications for re-bid of language interpreter services, however an extension of time under the current contract is needed. Provisions to extend this contract were contemplated in the original contract. This modification provides for a 60-day extension through March 31st, 2006.
CONTRACT COMPLIANCE NUMBER: Asist Translation Services 36-3249287
FISCAL IMPACT: No additional resources are needed. The original contract amount of $120,000 authorized by ordinance number 0185-2005 will be sufficient to fund the 60-day contract extension.
EMERGENCY: This ordinance is submitted as an emergency to allow the financial transaction to be posted in the city's accounting system as soon as possible. Up-to-date financial posting promotes accurate accounting and financial management.

To authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to modify the contract with Asist Translation Services, Inc. for language interpreter services for the Franklin County Municipal Court Judges; and to declare an emergency.

WHEREAS, contract number EL005216 with Asist Translation Services, Inc. effective February 1, 2005, was authorized by ordinance number 0185-2005 that passed February 7, 2005; and
WHEREAS, it is necessary to modify the original contract to provide for a 60-day extension through March 31, 2006; and
WHEREAS, resources under the current contract will be sufficient for the contract extension; and
WHEREAS, an emergency exists in the usual daily operation of the city, in that it is immediately necessary to authorize the Administrative and Presiding Judge of the Franklin County Municipal Court to modify the contract with Asist Translation Services, Inc. for provision of language interpreter services without interruption, thereby preserving the public health, peace, property, safety and welfare, Now, Therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Administrative and Presiding Judge of the Franklin County Municipal Court be and is hereby authorized to modify a contract with Asist Translation Services, Inc. for language interpreter services to the Franklin County Municipal Court Judges to provide for a 60 day extension of the contract term through March 31, 2006.
Section 2. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
