 Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to establish six (6) Universal Term Contracts (UTCs) for the option to purchase Heavy Duty Vehicle & Equipment Repair Services with CW DeMary Services Inc., Cummins Inc., Frame & Spring Inc., Fyda Freightliner Columbus, Inc., Rush Truck Centers of Ohio Inc., and The W.W. Williams Company, LLC.  The Division of  Fleet is the primary user for Heavy Duty Vehicle & Equipment Repair Services. Heavy Duty Vehicle & Equipment Repair Services are used to repair and maintain equipment throughout the City of Columbus.  The term of each of the proposed option contracts would be approximately two (2) years, expiring September 30, 2028, with the option to renew for one (1) additional year, or portion thereof, at the same pricing and the same escalator clause.  The Purchasing Office opened formal bids on April 16, 2026.  In addition, the expenditure of $6.00 is hereby authorized from General Budget Reservation BRPO003693.

                     

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Chapter 329 relating to competitive bidding (Request for Quotation No. RFQ032381).  Eight (8) bids were received. 

 

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

 

CW DeMary Services Inc., CC# 004277 expires 5/21/2026, Item 3, $1.00

Cummins Inc., CC# 033021 expires 4/16/2028, Item 4, $1.00

Frame & Spring Inc., CC# 005201 expires 1/13/2027, Item 14, $1.00

Fyda Freightliner Columbus, Inc., CC# 004301 expires 6/13/2027, Items 6 & 12, $1.00

Rush Truck Centers of Ohio Inc., CC# 008512 expires 4/14/2028, Items 1, 2, 4 & 15, $1.00

The W.W. Williams Company, LLC, CC# 020988 expires 12/24/2026, Items 8 & 9, $1.00

 

Total Estimated Annual Expenditure: $70,000.00, Division of Fleet, the primary user

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  

 

FISCAL IMPACT:  The expenditure of $6.00 is hereby authorized from General Budget Reservation BRPO003693.  City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.

Williams Company, LLC; and to authorize the expenditure of $6.00. ($6.00)

 

Body

 

WHEREAS, the Heavy Duty Vehicle & Equipment Repair Services UTCs are used to repair and maintain equipment throughout the City of Columbus; and

 

WHEREAS, the Purchasing Office advertised and solicited formal bids, which were opened on April 16, 2026, and selected the overall lowest, responsive, responsible and best bidders; and

 

WHEREAS, it has become necessary in the daily operation of the Department of Finance and Management, Division of  Fleet, to authorize the Director of Finance and Management to enter into six Universal Term Contracts for the option to purchase Heavy Duty Vehicle & Equipment Repair Services; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is hereby authorized to enter into the following Universal Term Contracts for the option to purchase Heavy Duty Vehicle & Equipment Repair Services in accordance with Request for Quotation RFQ032381 for a term of approximately two (2) years, expiring September 30, 2026, with the option to renew for one (1) additional year or portion thereof, at the same pricing and the same escalator clause, as follows:

 

CW DeMary Services Inc., Item# 3, $1.00

Cummins Inc., Item# 4, $1.00

Frame & Spring Inc., Item# 14, $1.00

Fyda Freightliner Columbus, Inc., Items# 6 & 12, $1.00

Rush Truck Centers of Ohio Inc., Items# 1, 2, 4 & 15, $1.00

The W.W. Williams Company, LLC, Items# 8 & 9, $1.00

 

SECTION 2.  That the expenditure of $6.00 is hereby authorized from General Budget Reservation BRPO003693 of this ordinance to pay the cost thereof.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
