Explanation   

1.  BACKGROUND

This ordinance authorizes the Director of Public Utilities to enter into a contract with Arcadis US, Inc., through the City’s RFP process for professional engineering services for the DOSD Stormwater Pump Stations - Construction project, CIP #611660-100100, in an amount up to $1,040,794.17.

 

Capital Improvement Project (CIP) #611660-100000 DOSD Stormwater Pump Stations Evaluation and Upgrade provided an overall evaluation of the condition and function of each of the Division of Water Reclamation’s (DWR) Stormwater Pump Stations. As a result of those evaluations, needs and improvements were identified and prioritized. The DOSD Stormwater Pump Stations - Construction contract will address the required needs and improvements at DWRs stormwater pump stations.  Services will include detailed design of improvements, generation of construction documents, bidding services, and services during construction to ensure that each pump station continues to be an integral part of DWRs stormwater collection system.

 

Community Planning Area:  99 - Citywide

TIMELINE: The contract is expected to begin in June 2026 and complete detailed design in 12 months. Step 3 services will be started in July 2027, and construction completed by October 2028.  The contract will continue until construction of the improvements are complete and accepted by the City. 

 

ESTIMATED COST OF PROJECT: The proposed award amount is $1,040,794.17, including a 10% contingency amount that will be utilized to fund needed and approved changes in the work. One contract modification is anticipated.

2.  ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT

The upgrade of DWRs Stormwater Pump Stations is needed to maintain peak operational performance and keep up with demand.  The upgrade will prevent future work that could become larger in scope and more expensive and could produce a major impact on the stormwater collection system and the budget. No community outreach is considered for this project.

3.  BID INFORMATION

This project was formally advertised on the Vendor Services and Bonfire websites from 9/17/2025 through 10/17/2025.   Five proposals were received:

All proposals were deemed responsive.  The evaluation committee reviewed the proposals and recommended the contract for the DOSD Stormwater Pump Stations - Construction project be awarded to Arcadis US, Inc.

 

Arcadis US, Inc.’s certification was in good standing at the time of the contract award.

 

4.  CONTRACT COMPLIANCE INFORMATION

Arcadis US, Inc.’s contract compliance number is CC-009409 and expires 1/21/27.  Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Arcadis US, Inc.

 

As part of their proposal, Arcadis US, Inc. has proposed using the following sub-consultants to perform contract work:

The certification of Arcadis US, Inc. and the above companies was in good standing at the time of the contract modification.

 

6.  FISCAL IMPACT

This project is anticipated to be financed with a Water Pollution Control Loan Fund (WPCLF).  The WPCLF program is jointly administered by the Ohio EPA's Division of Environmental and Financial Assistance and the Ohio Water Development Authority (OWDA). This project was not listed as one of the loans the Department of Public Utilities anticipated applying for when City Council authorized WPCLF loan applications and acceptance of funding via Ordinance 3119-2025, passed by City Council on 12/15/2025.  Section 2 of that Ordinance authorized the Director of Public Utilities to add or subtract from the list as needed without seeking Council approval for the changes.  However, the Ohio EPA and OWDA still want an ordinance specifically showing City Council approves this project to be submitted for a WPCLF loan so this ordinance will seek Council’s approval to do so. 

 

The loan is expected to be approved in May of 2026.  This ordinance is contingent upon a loan being approved by OWDA.  The WPCLF loan program is now a reimbursement program.  The Department of Public Utilities will need to pay invoices for the project and submit the paid invoices to OWDA for reimbursement. 

 

An amendment to the 2025 Capital Improvement Budget is needed to match the actual loan amount.  Funds will need to be appropriated and expended in the Storm Revolving Loan Fund, Fund 6211.

Body

WHEREAS, the Department of Public Utilities is engaged in the DOSD Storm Pump Stations--Construction project; and

 

WHEREAS, five proposals for the DOSD Storm Pump Stations--Construction project were received and evaluated by the evaluation committee; and

 

WHEREAS, the evaluation committee recommended Arcadis US, Inc. be awarded the contract for this project; and

 

WHEREAS, this project is anticipated to be funded with a loan from the Water Pollution Control Loan Fund (WPCLF); and

 

WHEREAS, City Council approved applying for and accepting loan funding from the WPCLF via Ordinance 3119-2025, passed by Council on 12/15/2025; and

 

WHEREAS, the DOSD Storm Pump Stations--Construction project was not specifically listed as a project to be loan funded in Ordinance 3119, and the Ohio EPA and the Ohio Water Development Authority (OWDA) require the project to be listed in an ordinance approved by Columbus City Council; and

 

WHEREAS, this ordinance must request City Council’s approval to loan fund the DOSD Storm Pump Stations--Construction project to comply with the Ohio EPA and OWDA requirements for loan funding; and

 

WHEREAS, this ordinance is contingent upon that loan being approved; and

 

WHEREAS, the 2025 Capital Improvements Budget must be modified to align budget authority with the proper project; and

 

WHEREAS, funds must be appropriated within the Storm Revolving Loan Fund, Fund 6211; and

 

WHEREAS, it is necessary to pay for the contracted services for the project; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of the Department of Public Utilities to enter into a professional engineering services contract with Arcadis US, Inc. for the DOSD Storm Pump Stations--Construction project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the 2025 Capital Improvements Budget authorized by Ordinance 1790-2025 be amended as follows to establish sufficient budget authority for this project:

SECTION 2.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2026, the sum of $1,040,794.17 is appropriated in Fund 6211 (Sanitary Revolving Loan Fund), per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of the Department of Public Utilities is hereby authorized to enter into a professional services and construction services contract for the DOSD Storm Pump Stations--Construction project with Arcadis US, Inc. 7575 Huntington Park Dr Ste 130, Columbus, OH 43235, in an amount up to $1,040,794.17, in accordance with the terms and conditions of the contract on file in the Department of Public Utilities.

 

SECTION 4.  That City Council authorizes the Director of Public Utilities to apply for a Water Pollution Control Loan Fund to fund the DOSD Storm Pump Stations--Construction project, to accept the loan if approved and offered by the Ohio Water Development Authority, and to execute those documents related to acceptance of the loan.

 

SECTION 5.  That this ordinance is contingent upon the Ohio Water Development Authority approving the Water Pollution Control Loan Fund loan for the DOSD Storm Pump Stations--Construction project.

 

SECTION 6.  That the expenditure of $1,040,794.17, or so much thereof as may be needed, is hereby authorized to pay for this contract per the accounting codes in the attachment to this ordinance.

 

SECTION 7.  That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 9.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 10.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
