Explanation

 

Background:  This legislation authorizes the Finance and Management Director, on behalf of the Division of Facilities Management, to modify a contract with ABM Industry Groups, LLC to purchase custodial services for the Columbus Public Health Department located at 240 Parsons Avenue.

Amount of Additional Funds:

Amount of additional funding is in the amount of $41,398.00 to the facility management agreement. It is necessary to add the additional funding to cover additional cleaning services for the 3rd and 4th floors of the Health Department.  The current contract covers the 1st and 2nd floors only.

 

Why Additional Funds Needed:

The funds are needed because the health department expanded their occupancy which allows them to better serve the community. 

 

Why Additional Funding Nor Foreseen:

The health department did not anticipate the need for additional services at the time of the current contract due to the changing landscape of service and the increased need, the department decided to make this change to better service the community.

 

Why It Is Not In The City’s Best Interest To Award Through Other Procurement Process:

It is in the best interest to add the funds in order to keep the operations Columbus Public Health Department so that services can continue without interruption, for the immediate preservation of the public health, peace, property, safety and welfare.

 

How Price Determined:

The cost breakdown includes cleaning the 3rd and 4th floors 5 days a week.  Beginning April 14, 2025 through October of 2025.  The monthly rate is $6,281.00, therefore increasing the current contract by $41,398.00.  The current contract as well as the modification includes labor, cleaning supplies and equipment.

Emergency action is requested so that custodial services at the Columbus Health Department can continue uninterrupted.

Fiscal Impact:  This ordinance authorizes additional expenditures of up to $41,398.00 from the general fund with ABM for custodial services for the Columbus Public Health Department 3rd and 4th floors.   With is modification, the contract amount will be $760,166.00.

To authorize the Finance and Management Director on behalf of the Division of Facilities Management to modify the current contract with ABM Industry Groups, LLC, for the purchase of custodial services for the Columbus Public Health Department, to authorize the expenditure of $41,398.00 from the general fund; and to declare an emergency. ($41,398.00)

Body

 

WHEREAS, Best Value Procurement proposals were solicited in July 2022 for custodial services for the Columbus Public Health Department and the contract was awarded to ABM Industry Groups, LLC ; and

WHEREAS, Ordinance 2547-2022 authorized the initial contract with ABM Industry Groups, LLC; and

WHEREAS, Ordinance 2634-2023 authorized the first contract renewal with ABM Industry Groups, LLC; and

WHEREAS, Ordinance 2469-2024 authorized the second contract renewal with ABM Industry Groups, LLC; and

WHEREAS, it is necessary to modify the current contract by adding additional funding of $41,398.00 from the general fund; and  

 WHEREAS, an emergency exists in the usual daily operation of the Department of finance and Management, Division of Facilities Management, in that it is immediately necessary to authorize the Finance and Management Director to modify this by adding $41,398.00 to this contract for the purchase of custodial services for the Columbus Public Health Department so that services can continue without interruption, for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Finance and Management Director is hereby authorized to modify the current contract with ABM Industry Groups, LLC, CC#026279, for the purchase of custodial services for the Columbus Public Health Department.

SECTION 2. That the expenditure of $41,398.00, or so much thereof as may be necessary in regards to the action authorized in SECTION 1, be and is hereby authorized and approved from the General Fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 3. That the monies in the foregoing Sections shall be paid upon order of the Director of Finance and Management, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
