Explanation
This ordinance is needed to amend two sections of Title 41, the Building Code, 4125.01 and 4127.01, to update the barrier requirements relating to swimming pools. These amendments were reviewed and approved by the Columbus Building Commission at their meeting on June 17, 2025.

Title
To amend City Code Sections 4125.01 and 4127.01 of Tile 41, the Building Code, to update the barrier requirements for Swimming Pools. ($0.00)
Body
WHEREAS, it is necessary to update City Code Section 4125.01, Ohio Building Code (OBC), and Section 4127.01, Residential Code of Ohio (RCO), to add language relating to barrier requirements for Swimming Pools; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Building and Zoning Services to amend two sections of City Code relating to barrier requirements for Swimming Pools;
NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That City Code Section 4125.01 is hereby amended as follows:
4125.01 - Ohio Building Code (OBC)
Incorporated. The Ohio Building Code (OBC), including all related system codes and standards for electrical, mechanical, plumbing, elevator, fire prevention, and boiler systems, as designated and set forth in the Ohio Administrative Code (OAC) Chapters 4101:1-1 to 4101:1-35, and all amendments, additions, deletions, and/or substitutions thereto as adopted by the state of Ohio Board of Building Standards (OBBS), is incorporated fully as if set out at length herein. This model code is frequently referred to herein as the "OBC" and shall apply to all building governed by the Ohio Building Code.
OBC adopted standards are, but not limited to, the Ohio Mechanical Code (OAC Chapters 4101:2-1 to 4101:2-15); the Ohio Plumbing Code (OAC Chapters 4101:3-1 to 4101:3-13); the Ohio Elevator Code (OAC Chapters 4101:5-1 to 4101:5-3); the Ohio Fire Code (1301:7-1 to 1301:7-7); and the Ohio Boiler Code (OAC Chapters 4101:4-1 to 4101:4-17); and the barrier requirements from the latest version of the International Swimming Pool and Spa Code.
SECTION 2. That City Code Section 4127.01 is hereby amended as follows:
4127.01 - Residential Code of Ohio (RCO)
A. Incorporated. The "Residential Code of Ohio for One-, Two- and Three-Family Dwellings," also known as the RCO, as adopted, and/or as republished from time to time, by the Ohio Board of Building Standards (OBBS) of the State of Ohio, Department of Commerce, and Division of Industrial Compliance, shall be in full force and effect. This code includes, but is not limited to, all related codes and standards for electrical, mechanical (HVAC), refrigeration, hydronic and plumbing systems. The provisions of this model code shall apply to all buildings and structures governed under the provisions of the OBBS - Residential Code of Ohio (RCO). The OBBS-Residential Code of Ohio (RCO) is incorporated as if set out fully at length herein and is referred to as the RCO. Included in this adoption shall be the residential swimming pool section of the current adopted Ohio Building Code. Included in this adoption shall be the barrier requirements from the latest version of the International Swimming Pool and Spa Code and swimming pool electrical requirements from the current adopted National Electrical Code.
B. Plans and specifications submitted to the Department for approval for the construction, alteration, movement, enlargement, replacement, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure covered by this code, any appurtenances connected or attached to such buildings or structures, or any accessory structures, shall be governed by the code as adopted above.
SECTION 3. That existing Code Sections 4125.01 and 4127.01 are hereby repealed.
SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
