Explanation

 

BACKGROUND

This legislation authorizes the Director of the Department of Development to enter into grant agreements in an amount up to $1,499,661.00 with the Young Women’s Christian Association, Young Men’s Christian Association of Central Ohio, Community Development For All People, Huckleberry House Inc., The Open Shelter Inc., and Southeast Inc., in order to assist in the repair of an emergency shelter serving individuals and families experiencing homelessness.  These grants agreement will include an advancement of funds on a pre-determined schedule.

The YWCA Columbus Family Center offers a range of services, including emergency shelter, transportation services, housing-search resources, and an employment resource center. The City’s funds will address the center’s renovation and roof repairs. Approval is also requested for reimbursement of expenses incurred prior to execution of the purchase order, starting November 1, 2023.

 The Young Men’s Christian Association of Central Ohio operates the Van Buren Shelter that houses families, women, and men experiencing homelessness and provides case management, employment resources, and housing search assistance. The City funds will replace the cooling tower, address other center renovations, and install exterior light fixtures. Approval is also requested for reimbursement of expenses incurred prior to execution of the purchase order, starting November 1, 2023.

Community Development For All People (CD4AP) is an organization that provides essential services to the communities located on the south side of Columbus. The City’s funds will be used for center renovations, including flooring and installing motion lights and cleaning of the air handling unit.

Huckleberry House is an organization that provides shelter, support, and guidance to young people between the ages of 12 and 24 in crisis. The City’s funds will be used for center renovation, new appliances, and replacement of windows.

The Open Shelter is a daytime drop-in center. They provide essential services such as sack lunches, telephone and fax services, legal mailing address, and assistance with ID cards. The City’s funds will be used to install a commercial kitchen.

Southeast Inc. operates The Friends of the Homeless (FOH) shelter that provides emergency housing to highly vulnerable men and women. The City’s funds will be used for renovation to increase capacity. These renovations include increasing the number of toilets and urinals, replacing the bathroom flooring, painting all interior spaces, replacing lockers, and adding more beds and showers. Approval is also requested for reimbursement of expenses incurred prior to execution of the purchase order, starting November 1, 2023.

Emergency action is necessary to promptly complete this work to enable these organizations to serve individuals and families experiencing homelessness for the remainder of the winter season.

FISCAL IMPACTS

The City is committing funds from the 2023 Capital Improvement Budget ($1,499,661.00) to the emergency shelter repairs. Repairs are scheduled to be completed in the time period of the individual agreements.  An amendment to the 2023 Capital Improvement Budget is required to establish sufficient budget authority within the proper project.

CONTRACT COMPLIANCE:  The Young Women’s Christian Association vendor number is 006086 and expires 01/09/26; Young Men’s Christian Association vendor number is 006085 and expires 02/23/24; Community Development For All People vendor number is 008972 and expires 08/16/24; Huckleberry House Inc. vendor number is 004307 and expires 03/03/24; The Open Shelter Inc. vendor number is 043422 and expires 10/26/24; and Southeast Inc. vendor number is 004491 and expires 02/17/25.

Body

 

WHEREAS, the Director of the Department of Development desires to enter into grant agreements with various non-profit organizations in order to assist in the repair of emergency shelters serving homeless individuals; and

 

WHEREAS, the Young Women’s Christian Association, theYoung Men’s Christian Association of Central Ohio, Community Development For All People, Huckleberry House Inc., The Open Shelter Inc., and Southeast Inc. are non-profit organizations overseeing the proposed repairs in their respective emergency shelters; and

 

WHEREAS,  the funds necessary to carry out the proposed repairs in their respective emergency shelters purposed in this ordinance are the Young Women’s Christian Association, the Young Men’s Christian Association of Central Ohio, Community Development For All People, Huckleberry House Inc., The Open Shelter Inc., and Southeast Inc. are non-profit organizations overseeing the proposed repairs in their respective emergency shelters; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to enter into agreements with various non-profit organizations in order to implement the Emergency Shelter Repair Program to adequately serve individuals experiencing homelessness for the remainder of the winter season, all for the immediate preservation of the public health, peace, property, and safety; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the 2023 Capital Improvements Budget authorized by ordinance 1711-2023 be amended as follows to establish sufficient authority for this project:

SECTION 2.  That the transfer of $1,149,661 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bond fund), Dept-Div 44-10 (Housing) and Dept-Div 44-02 (Economic Development) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That the Director of the Department of Development is hereby authorized to enter into grant agreements, in an amount not to exceed $1,499,661.00, with the Young Women’s Christian Association, the Young Men’s Christian Association, Community Development For All People, Huckleberry House Inc., The Open Shelter Inc., and Southeast Inc. in order to assist in the repair of emergency shelters serving  individuals experiencing homelessness.

 

SECTION 4.  That the grant agreements authorized in Section 3 of this Ordinance are authorized to reimburse expenditures incurred prior to the purchase order, beginning November 1, 2023; and that the agreements are authorized to advance funds per a schedule to be included in the agreements.

 

SECTION 5.                      That the expenditure of $1,499,661.00 or so much thereof as may be needed, is hereby authorized in Fund 7739 (Development Taxable Bonds), Dept-Div 4410 (Housing), Project P782003-100000 (Emergency Shelter Repair) object class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

 

SECTION 6.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor  is  authorized  to  make  any  accounting  changes  to  revise  the  funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That  the  City  Auditor  is  hereby  authorized  to  transfer  the  unencumbered  balance  in  a project account to the unallocated  balance  account  within  the  same  fund  upon  receipt  of  certification  by the Director of  the  Department  administrating  said  project  that  the  project  has  been  completed  and  the monies are no longer required for said project.

 

SECTION 9.  That  for  the  reasons  stated  in  the  preamble  hereto,  which  is  hereby  made  a  part  hereof, this ordinance is  hereby  declared  to  be  an  emergency  measure  and  shall  take  effect  and  be  in  force  from and after its  passage  and  approval  by  the  Mayor,  or  ten  days  after  passage  if  the  Mayor  neither  approves nor vetoes the same.
