BACKGROUND: The purpose of this ordinance is to provide upfront financial support in the form of a sponsorship to Mosaic Exchange for the Brave Space Leadership Conference. The Brave Space Leadership Conference is a one-day immersive professional development experience that will explore how leaders' beliefs, behaviors, and choices shape workplace culture and organizational success. This year, the conference will take place on October 7th.
The conference is hosted by Mosaic Education Network in partnership with The Ohio State University and the Columbus Museum of Art, and it serves emerging and established leaders across education, nonprofit, government, healthcare, social work, and community-based organizations. The initiative prioritizes leaders who often lack access to high-quality leadership development opportunities, particularly those working in high-stress, people-centered professions. Through arts-based reflection, workshops, storytelling, and research-informed learning, participants gain practical tools to improve workplace communication, trust, belonging, conflict navigation, and employee retention.
Upfront funding is required to ensure that Mosaic Exchange has sufficient funds available to secure vendors and purchase materials for the event. No food and beverage costs are associated with this sponsorship.
FISCAL IMPACT: Funds are available in the Neighborhood Initiatives subfund, subfund 100018 ($7,500.00).
EMERGENCY DESIGNATION: Because the conference takes place on October 7th, and the organization requires upfront funding to secure vendors and purchase materials for the event, emergency legislation is requested. 30-Day legislation would result in the ordinance's effective date falling later into October, and support not reaching Mosaic until well after the conference.

WHEREAS, the mission of Mosaic Exchange’s Brave Space Leadership Conference is to explore how leaders' beliefs, behaviors, and choices shape workplace culture and organizational success; and
WHEREAS, this initiative prioritizes leaders who often lack access to high-quality leadership development opportunities, particularly those working in high-stress, people-centered professions.; and
WHEREAS, Columbus City Council seeks to support access to high-quality leadership development opportunities for under-resourced populations through events like the Brave Space Conference; and
WHEREAS, an emergency exists in the usual daily operation of the City Clerk in that it is immediately necessary to authorize the City Clerk to enter into a sponsorship with Mosaic Exchange to provide upfront financial support for the Brave Space Leadership Conference, all for the immediate preservation of the public health, peace, property, safety, and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Clerk is hereby authorized to enter into a sponsorship with Mosaic Exchange to provide upfront financial support for the Brave Space Leadership Conference.
SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $7,500.00 from the Neighborhood Initiatives Subfund, fund 1000, subfund 100018, to the City Clerk per the accounting codes attached to this ordinance.
SECTION 3. That the expenditure of $7,500.00, or so much thereof as may be necessary pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes attached to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and that the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
