Explanation

 

BACKGROUND:

This ordinance authorizes the Franklin County Municipal Court Judges to engage in the forth year of a contract for security guard services in the Municipal Court building at 375 S. High St. with U.S. Protection Service LLC DBA Royce US Protection Service.  Formal bid RFP022058 was completed and closed on June 28, 2022. The year one hourly rate is $28.80; year two hourly rate is $30.40; year three hourly rate is $32.00; and year four hourly rate is $33.60.

 

There were 74 vendors solicited. There were 1 - EBE and 2 - MBE vendors.  There were three responses and one award.

Legislation 2317-2022 for $450,000 year one.

Legislation 1085-2023 for $700,000 year two.

Legislation 1138-2024 for $870,000 year three

Legislation 1293-2025 for $250,000 modify year three

 

The court also needs to transfer funds in the amount of $305,000 from payroll and move it to services. This service was going to be switched to in-house staff, but the decision was made to make the change in stages.  Second shift is going to in-house staff, but third shift, holidays, and weekends will still be with the vendor.

 

The current contract expires July 31, 2025.

EMERGENCY LEGISLATION is requested so there is no break in service.

 

FISCAL IMPACT: Funding for this expenditure, $428,700.00, is budgeted and available within the 2025 general fund budget.  A transfer of funds in the amount of $305,000.00 is needed.

To authorize the Municipal Court Judges, through the Administrative and Presiding Judge to enter into the fourth year of the contract with U.S. Protection Service LLC for the provision of security guard services in the Municipal Court Building; to authorize the transfer of $305,000.00 from payroll to services in the General Fund; to authorize the expenditure of $428,700.00 from the General Fund; and to declare an emergency. ($428,700.00)

 

Body

 

WHEREAS, the continuation of security services in the Municipal Court building is imperative for the safety and well-being of the building employees and the general public; and

 

WHEREAS, a transfer of funds is needed to fund this contract.

 

WHEREAS, the Franklin County Municipal Court Judges desire to engage in the fourth year of a potential four-year contract with U.S. Protection Service LLC for security guard services in the Municipal Court building; and

 

WHEREAS, an emergency exists in the usual daily operation of the Franklin County Municipal Court Judges to authorize the Administrative and Presiding Judge to exercise the option to enter into the fourth year of the existing contract with U.S. Protection Service LLC sincue the current contact expires July 31, 2025, so as to continue uninterrupted services in the provision of contractual security guard services within the Municipal Court building, all for the immediate preservation of the public health, peace, safety, and welfare; and now therefore;

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Franklin County Municipal Court Judges, through the Administrative and Presiding Judge, be and is hereby authorized to exercise the option to enter into the fourth year of an existing contract between the Franklin County Municipal Court Judges and US Protection Service LLC, for the provision of contractual security guard services in the Municipal Court building.

 

SECTION 2. That the expenditure of $428,700 through July 31, 2026, or so much thereof as may be necessary, is authorized to be expended from the general fund, to pay the costs thereof.

 

SECTION 3.  That the transfer of $305,000 from personnel to services within the general fund is authorized.

 

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
