Explanation
1. BACKGROUND
The city of Reynoldsburg is reconstructing 0.93 miles of Rose Hill Road from Main Street to South of Rosedale Avenue. This project includes curb and gutter, drive approaches, shared use path, storm sewer, waterline relocation and traffic control. Four streets within the project limits that intersect Rose Hill Road are inside the city of Columbus. These streets are Red Coach, Borr, Balsam and Shenandoah. Reynoldsburg has proposed that the City of Columbus contribute funds for the construction of drive approaches and sidewalks to connect the sidewalk on these City of Columbus streets from the current termini with the proposed pedestrian paths on Rose Hill Road. The City of Columbus maximum contribution is $6,000.00 for the cost of constructing these sidewalks and drive approaches in Columbus.
This ordinance authorizes the Director of Public Service to enter into contract with the City of Reynoldsburg for the construction of sidewalks within the City of Columbus and to authorize the expenditure of up to $6,000.00 to reimburse the City of Reynoldsburg for expenses incurred for the construction of sidewalks and drive approaches.
2. EMERGENCY DESIGNATION
Emergency action is requested to provide funding to the City of Reynoldsburg for the City of Columbus share of this project prior to the commencement of this project or soon after.
3. FISCAL IMPACT:
The City of Columbus will provide a maximum of $6,000.00 to The City of Reynoldsburg for this project. Monies for this project are available within the Streets and Highways G.O. Bonds fund due to the cancellation of encumbrances from completed projects.

WHEREAS, the City of Reynoldsburg is reconstructing a portion of Rose Hill Road north of Main Street which includes pedestrian paths; and
WHEREAS, this project is adjacent to four streets within the City of Columbus with sidewalks that terminate before the proposed Rose Hill pedestrian paths; and
WHEREAS, the City will enter into an agreement to reimburse the City of Reynoldsburg up to $6,000.00 for construction of the connecting sidewalks and drive approaches associated with the Rose Hill Road Sidewalk project; and
WHEREAS, it is necessary for the City to authorize the expenditure of $6,000.00 for reimbursements in connection with the construction of the Rose Hill Sidewalk Project; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, Division of Mobility Options, so that this agreement at the earliest possible time to allow the City of Reynoldsburg to proceed with their bid, thereby preserving the public health, peace, and safety; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Public Service be and is hereby authorized to enter into agreement and reimburse the City of Reynoldsburg, 7232 East Main Street, Reynoldsburg, OH 43068, for the Rose Hill Sidewalk project in an amount not to exceed $6,000.00.
Section 2. That the 2008 Capital Improvements Budget established within ordinance 0690-2008 be and hereby is amended due to cancellations as follows:

Section 5. That for the purpose of paying the cost of this Rose Hill Sidewalk project, the sum of $6,000.00 or so much thereof as may be needed be and hereby is authorized to be expended from Fund 704, the Streets and Highways G.O. Bonds Fund for the Division of Mobility Options, Dept.-Div, 59-10 as follows:

Section 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
Section 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
