Explanation
Background:
This ordinance will enable the Director of Finance and Management to purchase equipment from Franklin Tractor Sales, Inc., in accordance with the terms and conditions of formal bid SA001793 GRW. This equipment will be used by the Parks Section of the Recreation and Parks Department.
Equipment to be purchased includes a Backhoe-Loader for use in daily operations.
This replacement equipment enables staff to complete work more efficiently and effectively.
The Contract Compliance Number for Franklin Tractor Sales, Inc., is #31-0678261.
Emergency action is necessary to assure the earliest possible delivery date.
Fiscal Impact:
$51,223.00 is required and budgeted from the Voted 1999/2004 Parks and Recreation Bond Fund to meet the financial obligation of this purchase order.

To authorize and direct the Director of Finance and Management to purchase a Backhoe-Loader from Franklin Tractor Sales, Inc., for the Recreation and Parks Department, in accordance with the terms and conditions of formal bid SA001793 GRW, to authorize the expenditure of $51,223.00 from the Voted 1999/2004 Parks and Recreation Bond Fund, and to declare an emergency. WHEREAS, bids were received in accordance with the terms and conditions of formal bid SA001793GRW; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said purchase order to assure earliest possible edelivery of equipment; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management be and he is hereby authorized and directed to enter into a purchase order with Franklin Tractor Sales, Inc., for a Backhoe-Loader for the Parks Section of the Recreation and Parks Department, in accordance with the terms and conditions of formal bid SA001793 GRW.
SECTION 2. That the expenditure of $51,223.00, or so much thereof as may be necessary, be and is hereby authorized from the Voted 1999/2004 Parks and Recreation Bond Fund No. 702, Object Level 3 No. 6652, Project #510040, and OCA Code 510040, to pay the cost thereof.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
