BACKGROUND:
The Department of Technology (DoT), on behalf of Recreation and Parks, has the need to modify an existing contract to allow for the movement of existing data associated with services provided by The Active Network LTD, which supports ongoing operations of the Leisure Card System. This system has assisted with the automation of the Recreation and Parks business and management operations. The system centralizes all data and provides; around-the-clock access for citizens to register for activities and facility rentals via the Internet, ID cards for individuals who participate in City events, marketing and informational tools that help keep the citizens informed of various programs and activities, and provides resources for security measures at City recreation centers and city swimming pools, among various other services.
This ordinance will allow for the movement of data, facility configurations, program activities and related services to a vendor-hosted environment, without having to re-enter the activity; rental and demographic data; thus savings months of labor. Also, it will allow Recreation and Parks to continue utilizing services associated with the existing and upgrade software application, provided by Active Network LTD.
Also, this ordinance will provide the necessary services and upgrade for a period of twelve months, commencing upon passage of this ordinance and approval and certification of the associated purchase order. The original contractual agreement for software maintenance and support was established with Ordinance No. 3180-98, and in January 2001, through the evolution of the Department of Technology, a contract associated with purchase order ED005082 was created, it provided language for future contract renewals contingent upon appropriation and authorization of funds and modifications.
FISCAL IMPACT:
Previously, ordinance number 0354-2007, associated with the annual renewal of software maintenance and support, in the amount of $20,931.00, passed on April 9, 2007. During the year of 2005, $24,000.00 was expended for the maintenance and support services provided by Class Software Solutions, now known as Active Network, LTD. During fiscal year 2006, $20,931.00 was expended for related services. Currently, funding in the amount of $20,276.00 is available in the 2007 Department of Technology Information Service Fund, with a coverage period commencing on approval of this ordinance and a certified purchase order for twelve months thereof.

To authorize the Director of the Department of Technology, on behalf of Recreation and Parks, to modify an existing contract with The Active Network LTD, previously known as Class Software Solutions, for the migration of data to a vendor-hosted environment; to authorize the expenditure of $20,276.00 from the Department of Technology Information Service Fund; and to declare an emergency ($20,276.00).

WHEREAS, the Department of Technology (DoT), on behalf of Recreation and Parks, has the need to modify an existing contract to allow for the movement of existing data associated with services provided by The Active Network LTD, which supports ongoing operations of the Leisure Card System; and
WHEREAS, this system has assisted with the automation of the Recreation and Parks business and management operations, provides; around-the-clock access for citizens to register for activities and facility rentals via the Internet, ID cards for individuals who participate in City events, marketing and informational tools that help keep the citizens informed of various programs and activities, and provides resources for security measures at City recreation centers and city swimming pools, among various other services; and
WHEREAS, this ordinance will allow for the movement of data, facility configurations, program activities and related services to a vendor-hosted environment, without having to re-enter the activity; rental and demographic data; thus savings months of labor. Also, it will allow Recreation and Parks to continue utilizing services associated with the existing and upgrade software application, provided by Active Network LTD; and
WHEREAS, the original contractual agreement for this software maintenance support was established with Ordinance No. 3180-98 and in January 2001, through the evolution of the Department of Technology, the parties executed a contract associated with purchase order ED005082, that provided language for future contract renewals contingent upon appropriation and authorization of funds and modification; and
WHEREAS, an emergency exits in the usual daily operation of the Department of Technology in that it is immediately necessary to
modify and extend an annual contract with The Active Network, previously known as Class Software Solutions, for services related to the migration of data and a vendor hosting service as it is desirous to begin the migration of data due to timelines and anticipated completion dates associated with this project., thereby preserving the public health, peace, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1: That the Director of the Department of Technology on behalf of Recreation and Parks be and is hereby authorized to modify an existing contract to allow for the migration of data to a vendor-hosted environment, provided by The Active Network, previously known as Class Software Solutions, for maintaining a critical Leisure Card System.
SECTION 2: That the expenditure of $20,276.00 or so much thereof as may be necessary is hereby authorized to be expended from:

SECTION 3: That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
