Explanation
Background: This legislation authorizes the Finance and Management Director to modify the contract with Flooring Foundations for carpet installation and renovations in City buildings. This contract was authorized by Ordinance 0086-2007, passed on January 25, 2007. The original contract amount was $213,127.00 ($13,127.00 of which was from the Safety Voted Bond Fund). This request is for an additional $55,000.00. The increase is the result of unanticipated carpet and flooring installations and/or repairs. The renovations will consist of the removal of existing carpeting/floor tile and any existing vinyl/rubber cove base, preparation of the floor and the installation of new flooring. The term of the contract is one year upon notification of the award of the contract, with three additional one year renewal options.
Emergency action is requested so that the installations and renovations may continue and be completed in a timely manner.
Fiscal Impact: The modification amount requested under this ordinance is $55,000.00. The amount of the original contract is $213,127.00 for a contract total, including this modification, of $268,127.00.

To authorize the Finance and Management Director to modify and increase an existing contract with Flooring Foundations, LLC in connection with the carpet installation and renovation in City buildings, to authorize the additional expenditure of $55,000.00 from the Construction Management Capital Improvement Fund, and to declare an emergency. WHEREAS, Ordinance 0086-2007, passed January 25, 2007, authorized the Finance and Management Director to enter into contract with Flooring Foundations, LLC for carpet installation and renovation work in City buildings, and
WHEREAS, unanticipated carpet and flooring installations and/or repairs were identified, and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Office of Construction Management, in that it is immediately necessary to authorize the Director of Finance and Management to modify and increase the existing contract with Flooring Foundations, LLCso that the installations and renovations may continue and be completed in a timely manner; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to modify and increase a contract with Flooring Foundations, LLC for installation and renovation of carpet in downtown City buildings.
SECTION 2. That the expenditure of $55,000.00, or so much thereof that may be necessary in regard to the action authorized in Section 1, is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
