Explanation
BACKGROUND: Ordinance 1535-2014 was passed by Council on 6-23-2015 to establish the Linden Home Repair Program. Attached to that ordinance is a map (Attachment A) that established the program boundaries to determine eligible homeowners. This ordinance will amend Attachment A in order to expand the boundaries of the Linden Home Repair Program, and in turn make home repair assistance through the Linden Home Repair Program available to more homeowners. The amended attachment is attached hereto as Amended Attachment A.
FISCAL IMPACT: None.
Emergency Designation: Emergency legislation is necessary so that the boundary change can be put into effect and the program can begin accepting applications for critical home repairs from homeowners in the expanded geography as quickly as possible.

To amend Attachment A attached to ordinance 1535-2014 in order to expand the boundaries of the Linden Home Repair Program that was established pursuant to that legislation; and to declare an emergency.

WHEREAS, ordinance 1535-2014 passed on June 23, 2014 established the creation of the Linden Home Repair Program, including a map of the program boundaries, Attachment A; and
WHEREAS, Section 1 of ordinance 1535-2014 establishes that homeowners eligible to apply to the Linden Home Repair Program are those homeowners who reside within a targeted area of the Greater Linden neighborhood as defined in Attachment A; and
WHEREAS, there is a need to amend Attachment A attached to ordinance 1535-2014 in order to expand the boundaries of the Linden Home Repair Program so that more homeowners may receive assistance in making critical home repairs; and
WHEREAS, this amended attachment is referred to as Amended Attachment A; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, Housing Division, in that it is immediately necessary to amend the map attached to ordinance 1535-2015 for the preservation of the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That Attachment A which is attached to ordinance 1535-2014 is hereby amended to Amended Attachment A, attached hereto, to expand the program boundaries of the Linden Home Repair Program created pursuant to that legislation.
Section 2. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor, or ten days after adoption if the Mayor neither approves nor vetoes the same.
