Explanation

 

This legislation authorizes the Director of the Department of Development to execute a Not-for-Profit Service Contract with the Columbus Downtown Development Corporation in an amount up to $200,000.00 from the 2023 General Fund.  Funding will be advanced to the agency on a predetermined schedule.

 

The Department of Development, in conjunction with the Columbus Art Commission, shall advocate for public art and its inclusion in the design and development of public spaces and facilities. The City is encouraged to expand the community’s experience with art and foster the public’s understanding and enjoyment of public art. This legislation furthers those goals by authorizing the City to dedicate $200,000.00 to create additional public art installations throughout the Scioto Peninsula. $20,000.00 of these funds would be set aside to conduct artist selection.  These services cannot be provided by existing city employees.

 

This will be a sister project to the Starling Garage sculpture and murals which were funded and installed in 2022, and will help create a connection between Downtown and Franklinton. The city will be partnering with the Columbus Downtown Development Corporation, whose mission is to lead catalytic, transformative developments in the heart of Ohio's capital city.

 

FISCAL IMPACT: The funding of $200,000.00 has been allocated from the Planning Division’s 2023 General Fund Budget, but will require a transfer from Object Class 01 to Object Class 03.

 

CONTRACT COMPLIANCE:  the vendor’s vendor number is 010217 and expires 6/8/2024.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Development is authorized to execute a Not-for-Profit Service Contract with the Columbus Downtown Development Corporation in an amount up to $200,000.00 from the 2023 General Fund, and is authorized to advance funds per a schedule to be included in the agreement.

 

SECTION 2.  That the transfer of $200,000.00 or so much thereof as may be needed, is hereby authorized within Fund 1000 (General Fund), from Dept-Div 44-06 (Planning), object class 01 (Personnel) to Dept-Div 44-06 (Planning), object class 03 (Services) per the account codes in the attachment to this ordinance.

 

SECTION 3. That for the purpose stated in Section 1, the expenditure of $200,000.00 or so much thereof as may be needed, is hereby authorized in Fund 1000 (General Fund), Dept-Div 44-06 (Planning), in object class 03 (Services) per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6.   That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
