Explanation
The Public Service Department, Transportation Division, is in need of a professional services contract to provide general engineering design services in support of capital improvement projects. These projects are selected by the Transportation Division design section and are intended to provide supplemental services to the in-house design staff on an as-needed basis. These projects are yet to be determined but will include minor roadway improvements, drainage improvements, profile grades, surveying, geotechnical and pavement analysis and other required services. A professional service contract for engineering is needed to assure timely completion of the needed plans for this work.
Letters of Interest were received from twenty (20) firms seeking consideration for this project. After review of their initial proposals, ten (10) firms were selected to submit detailed RFP's. Those firms included Burgess & Niple, Columbus Engineering Consultants, Dynotec, EMHT, Jones-Stuckey, ME Companies, Moody-Nolan, ms consultants, URS Consultants and Wd Partners. The evaluation committee determined that EMH&T, Incorporated, contract compliance #31-0685594 (expiring November 30, 2004) submitted the best overall proposal for this work.
This legislation authorizes the Public Service Director to enter into a professional service contract for the design of these minor roadway improvements. The amount of the design contract for the Roadways General Engineering 2003 project is $250,000.00.
Funds for this contract are available from recent cancellations within the 1995, 1999 Voted Streets and Highways Fund. This ordinance transfers $50,000.00 between projects as needed ($200,000.00 already resides in the correct project, Roadway Improvements).
Emergency action is requested for immediate execution of this professional services contract so that the improvement projects may be completed in time for the 2004 and 2005 construction seasons.

WHEREAS, the Public Service Department, Transportation Division, is in need of professional engineering design services in support of capital improvement projects; and
WHEREAS, the Public Service Director has identified the need to enter into a professional service contract for the preparation of engineered drawings; and
WHEREAS, a total of twenty (20) firms submitted letters of interest and ten (10) firms submitted requests for proposals; and
WHEREAS, a satisfactory proposal has been submitted by EMH&T, Incorporated; and
WHEREAS, the evaluation committee determined that EMH&T, Incorporated, submitted the best overall proposal for this work and should be awarded the contract; and
WHEREAS, a transfer of monies between projects within the 1995, 1999 Voted Streets and Highways Fund is necessary to fund this contract; and
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that the contract should be awarded immediately so that the design work may proceed without delay to be completed in time for the 2004 and 2005 construction seasons, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the transfer of $50,000.00 between projects within Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6600, OCA Code 644385 be and hereby is authorized as follows:

SECTION 2. That the Public Service Director be and hereby is authorized to enter into a contract with EMH&T, Incorporated, 170 Mill Street, Gahanna, Ohio 43230-5150 for the Roadways General Engineering 2003 project in the amount of $250,000.00.
SECTION 3. That for the purpose of paying the cost thereof, the sum of $250,000.00 or so much thereof as may be needed be and hereby is authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6682, OCA Code 644385 and Project 530161.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
