Explanation

This ordinance authorizes the Director of the Department of Technology, on behalf of the Department of Human Resources, to enter into contract with iReportSource, Inc. for technical support, maintenance, and hosting of the iReport software system. This contract will provide support services for one year, beginning on April 1, 2025, and ending on March 31, 2026, at a cost of $109,000.00.

 

iReport is a risk management software solution used for training, safety audits, near misses, incident reporting, tracking, and investigation. The Citywide Occupational Safety and Health Program, within the Department of Human Services, is the administrator of the application for the entire city enterprise solution, which began in 2021.

 

Because iReportSource, Inc. is the sole provider of hosting, maintenance and support services for iReportSource software, this ordinance is being submitted in accordance with the sole source provisions of the Columbus City Code, Chapter 329.

 

FISCAL IMPACT

Funds for this contract are available and budgeted in the 2025 Information Services Operating Fund budget. This ordinance is contingent upon passage of the 2025 Operating budget, Ordinance no. 3036-2024.

EMERGENCY

This ordinance is submitted as an emergency measure to ensure there is a contract in place prior the expiration of the current contract. A lapse in coverage would result in loss of access to the above-described services, which are vital to the operation of the Citywide Occupational Safety and Health Program.

Body

WHEREAS, The Citywide Occupational Safety and Health Program, within the Department of Human Services, utilizes the iReport risk management software solution for training, safety audits, near misses, incident reporting, tracking, and investigation; and

 

WHEREAS, iReportSource, Inc. is the sole provider of support and hosting services for the iReport application; and

 

WHEREAS, the Director of the Department of Technology, on behalf of the Department of Human Resources, wishes to enter into a sole source contract with iReportSource, Inc. for technical support, maintenance and hosting of the iReport software system; and

 

WHEREAS, this contract will provide support services for one year, beginning on April 1, 2025, and ending on March 31, 2026, at a cost of $109,000.00; and

 

WHEREAS, this ordinance is submitted in accordance with the sole source provisions of the Columbus City Code, Chapter 329; and

 

WHEREAS, this ordinance is contingent on passage of the 2025 Operating Budget, ordinance 3036-2024; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director to enter into a sole source contract with iReportSource, Inc. for technical support, maintenance, and hosting of the iReport application, on behalf of the Department of Human Services, and to prevent a lapse in coverage would result in loss of access to the above-described services, which are vital to the operation of the Citywide Occupational Safety and Health Program, all for the immediate preservation of public health, peace, property, safety and welfare; and NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Technology be and is hereby authorized to enter into a sole source contract with iReportSource, Inc. for technical support, maintenance and hosting of the iReport application, on behalf of the Department of Human Services for a period of one year, beginning on April 1, 2025, and ending on March 31, 2026, at a cost of $109,000.00.

 

SECTION 2. That the expenditure of $109,000.00, or so much thereof as may be necessary, is hereby authorized to be expended as follows in the attachment of this ordinance. (See xxxx-2025EXP)

 

SECTION 3. That this ordinance is submitted in accordance with the sole source provisions of the Columbus City Code, Chapter 329; and

 

SECTION 4. That this ordinance is contingent on passage of the 2025 Operating Budget, ordinance 3036-2024.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
