Title: To change the name of that right-of-way currently identified as John McCoy Circle on the plat titled Habitat Village, Section 1, to John G. McCoy Circle and to declare an emergency.
Explanation
 
Pursuant to Ordinance 1414-2007 Columbus City Council accepted the plat titled Habitat Village, Section 1, on September 10, 2007.  One of the streets dedicated by this plat is named John McCoy Circle in honor of John G. McCoy, who is funding construction of nine (9) homes that will be serviced by this street.  Habitat for Humanity Greater Columbus began construction of homes on the lots serviced by this street earlier this year.  At that time, Mr. McCoy requested the name of the street be changed to John G. McCoy Circle.  After investigation, there are no objections to renaming this cul-de-sac John G. McCoy Circle.  Habitat for Humanity Greater Columbus has agreed to pay all costs associated with the renaming of this street, including, but not limited to, the cost of the new sign and the cost to remove the existing sign and install the new sign.
 
Emergency Justification:  Habitat for Humanity Greater Columbus has scheduled a donor/media event for June 17, 2008 and is hoping to have the renaming approved by Columbus City Council in time for the new sign to be manufactured and installed by that date.

Body
 
WHEREAS, pursuant to Ordinance 1414-2007, Columbus City Council accepted the plat titled Habitat Village, Section 1, on September 10, 2007; and
 
WHEREAS, one of the streets dedicated by this plat is named John McCoy Circle; and
 
WHEREAS, John G. McCoy is funding construction of nine (9) homes that will be serviced by this street; and
 
WHEREAS, Habitat for Humanity Greater Columbus began construction of these nine (9) homes earlier this year; and
 
WHEREAS, at that time, Mr. McCoy requested the name of the street be changed to John G. McCoy Circle; and
 
WHEREAS, after investigation, there are no objections to renaming this street John G. McCoy Circle; and
 
WHEREAS, Habitat for Humanity Greater Columbus has agreed to pay all costs associated with the renaming of this street, including, but not limited to, the cost of the new sign and the cost to remove the existing sign and install the new sign; and
 
WHEREAS, Habitat for Humanity Greater Columbus has scheduled a donor/media event for June 17, 2008; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that it is immediately necessary to authorize this proposed name change so that the new sign can be manufactured and installed by June 17, 2008 for the preservation of the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the name of the right-of-way currently identified as John McCoy Circle on the plat titled Habitat Village, Section 1, be and hereby is changed to John G. McCoy Circle.
 
Section 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
