Title: To authorize the Columbus Health Department to accept a grant from the Central Ohio Breathing Association (COBA) through the Osteopathic Heritage Foundation, in the amount of $25,500; to authorize the appropriation of $25,500 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. Explanation

 

BACKGROUND:  The Columbus Health Department has been awarded a grant from the Central Ohio Breathing Association for the Integrated Asthma Management Pilot Project.  The Integrated Asthma Management Pilot Project funds have been provided to COBA from the Osteopathic Heritage Foundation. This ordinance authorizes the Columbus Health Department to accept and appropriate the amount of  $25,500 for this project.  The funds will be used by the Healthy Homes Program to inspect, identify and assess environmental triggers within the homes of children with asthma.  Services will be provided to 70 homes within the City of Columbus or Worthington.  Participating families will receive educational services and mitigation supplies to help reduce or eliminate the impact of asthma triggers that exacerbate the symptoms of this chronic disease.  The grant period is through December 31, 2005.

 

This ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.

 

FISCAL IMPACT: Monies provided to the Central Ohio Breathing Association by the Osteopathic Heritage Foundation fund The Integrated Asthma Management Pilot Project.  The project will not generate revenue or require a City match.

Body

 

WHEREAS, grant funds have been made available from the Central Ohio Breathing Association (COBA) through the Osteopathic Heritage Foundation for the Integrated Asthma Management Pilot Project; and,

 

WHEREAS, it is necessary to accept these funds from the Central Ohio Breathing Association for the implementation of the Integrated Asthma Management Pilot Project; and,

 

WHEREAS, this ordinance is submitted as an emergency to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to accept this grant from the Central Ohio Breathing Association and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Columbus Health Department is hereby authorized and directed to accept the grant award totaling $25,500 from the Central Ohio Breathing Association for the Integrated Asthma Management Pilot Project for the period December 1, 2004 through December 31, 2005.

 

SECTION 2.                     That from the unappropriated monies in the Health Department Grants Fund, Fund No. 291, and from all monies estimated to come into said Fund from any and all sources during the twelve months ending December 31, 2005, the sum of $25,500 is hereby appropriated to the Health Department, Division No. 50-01 as follows:

SECTION 3.  That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commission, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4.                     That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
