Explanation
 
Background:
This ordinance will enable the Director of Recreation and Parks to modify the revenue-generating contract with Schmidt Hospitality Concepts, Inc., for food concessions at Raymond Memorial Golf Course.
 
Five bids were received by the Recreation and Parks Department on September 23, 2005, for food concessions at Raymond Memorial Golf Course.  The term of the contract, CT01081R, is for a three (3) year period - January 1, 2006 through December 31, 2008.  The City may renew the contract for two (2) one-year extensions (through December 31, 2010).
 
This modification will increase the amount by $1,000.00 for 2007 and 2008 for a total annual payment of $61,000.00.
 
Contract compliance number for Schmidt's Hospitality Concepts, Inc. is #31-1271318.
 
All other terms and conditions remain the same for Raymond Memorial Food Concessions by Schmidt Hospitality Concepts, Inc.
 
Emergency action is requested so contract changes can be in place and City can receive payment as soon as possible.
 
Fiscal Impact:
Revenue funds will be paid to the Golf Course Operations Fund No. 284.

To authorize and direct the Director of Recreation and Parks to modify the revenue-generating contract with Schmidt Hospitality Concepts, Inc.,  for food service at Raymond Memorial Golf Course, and to declare an emergency.
 
 
 
Body
 
            WHEREAS, on September 23, 2005, the Recreation and Parks Department received five bids for the revenue-generating contract for food service at Raymond Memorial Golf Course and the contract was awarded to the best responsive and responsible bidder; and
 
            WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to modify said contract so City can receive payment as soon as possible; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      Section 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to modify the revenue-generating contract, CT01081R, with Schmidt Hospitality Concepts, Inc.,  for food service at Raymond Memorial Golf Course, for a multi-year term beginning January 1, 2006, in accordance with specifications on file in the Recreation and Parks Department.
 
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
