PROPOSED USE:  Quilting shop.
 
DEVELOPMENT COMMISSION RECOMMENDATION:  Approval (4-0) on May 8, 2003.
 
CITY DEPARTMENTS' RECOMMENDATION:  Approval.  The requested CPD, Commercial Planned Development District would allow limited commercial uses within the existing building, and proposes a 2,418 square foot building addition. The proposed CPD text establishes appropriate development standards consistent with the established zoning and development patterns of the area.

WHEREAS, application #Z03-019 is on file with the Building Services Division of the Department of Development requesting rezoning of 0.64± acres from AR-O, Apartment Residential Office District to CPD, Commercial Planned Development District; and
 
WHEREAS, the Development Commission recommends approval of said zoning change; and
 
WHEREAS, the City Departments recommend approval of said zoning change because the requested CPD, Commercial Planned Development District would allow limited commercial uses within the existing building, and proposes a 2,418 square foot building addition. The proposed CPD text establishes appropriate development standards consistent with the established zoning and development patterns of the area, now, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1.  That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

Situated in the State of Ohio, County of Franklin, City of Columbus, being all of Lot Number Three (3) and 65 feet off the east side of Lot Number Four (4) of Mayfair Village, as the same is numbered and delineated upon the recorded plat thereof, of record in Plat Book 19, Page 40, Recorder's Office, Franklin County, Ohio and being more particularly described as follows:
 
Beginning at the intersection of the south line of E. Broad Street (100 feet wide) with the west line of S. Hampton Road (60 feet wide), also being the northeast corner of said Lot 3;
 
Thence, along the west line of said S. Hampton Road, the east line of said Lot 3, South 8 degrees 08 minutes 00 seconds East, 69.90 feet to a point of curvature;

1.  INTRODUCTION: Quilt Beginnings is a quilting store which includes the sale of fabrics, quilting classes, and sewing machine repairs.  They are currently in contract with the Huntington National Bank for the purchase of the subject site, which is zoned ARO.  The property is developed with a bank branch location which has been the use for twenty-five (25) years.  To the south of the site is an apartment community zoned AR-1.  Abutting the tract to the west is an apartment complex zoned ARO.  The surrounding properties in all other directions are zoned C-4 with uses including multi-family residential, and a shopping center.  This site is approximately .64+/- acres.
 
2.  PERMITTED USES: Those uses permitted in Chapter 3356, Regional Scale Commercial Development, of the Columbus City Code. The following uses are prohibited
from the subject property:
 
Animal shelter
Automobile and light truck dealers
Automotive accessories, parts, and tire sales
Automobile maintenance and repair
Automotive sales, leasing, and rental
Billboards
Halfway house
Motorcycle, boat, and other motor vehicle dealers
Motor vehicle accessories and parts dealers
Recreational vehicle dealers
Truck, utility trailer, and RV sales, rental, and leasing
 
 
3.  DEVELOPMENT STANDARDS: Unless otherwise indicated in the written text or the submitted site plan the applicable development standards are contained in Chapter 3356, Regional Scale Commercial Development, of the Columbus City Code.
 
A.  Density, Height, Lot, and/or Setback Commitments.  
 
1. The building setback from East Broad Street shall be thirty (30) feet.
 
 
B.  Access, Loading, Parking, and/or Other Traffic Related Commitments.
 
1.  All circulation, curb cuts and access points shall be subject to the approval of the Division of Transportation.
 
 
C.  Buffering, Landscaping, Open Space, and/or Screening Commitments.
 
1.  The existing lawn at the southwest corner of the site, as well as the mounding and trees on each side of the entry sidewalk, shall be maintained.
 
 
D.  Building Design and/or Interior-Exterior Treatment Commitments:  N/A
 
 
E.  Lighting, Outdoor Display Areas, and/or other Environmental Commitments.
 
1.  All external outdoor lighting shall be cut-off fixtures (down lighting).
 
2.  All external outdoor lighting fixtures to be used shall be from the same as similar manufacturers type to insure compatibility.
 
3.  Any wall mounted lighting shall be shielded to prevent off-site spillage.
 
4.  Light poles shall not exceed eighteen (18) feet.
 
 
F.  Graphics and/or Signage Commitments.
 
1.  All graphics and signage shall comply with the Graphics Code, Article 15, Title 33 of the Columbus City Code as it applies to the C-4 zoning classification and any variance to those requirements will be submitted to the Columbus Graphics Commission for consideration.
 
 
G.  Miscellaneous Commitments.
 
1.  CPD Criteria:
 
NATURAL ENVIRONMENT: The site is located on the south side of a major arterial and occupied by a bank branch building.
 
EXISTING LAND USES: A combination of commercial and residential uses surround the site.
 
TRANSPORTATION AND CIRCULATION: The existing street system shall provide access to the proposed development.
 
VIEW AND VISIBILITY: In the improvement of the subject property, maneuvering, and access, consideration will be given to the visibility and safety of the motorist and pedestrian.
 
PROPOSED DEVELOPMENT: Quilting shop
 
EMISSIONS: No adverse effect from emissions will result from the proposed development.
 
BEHAVIOR PATTERNS: The proposed development shall make use of the existing pedestrian and vehicular patterns for the area.
 
2.  VARIANCES: Applicant is requesting a variance to Columbus City Code Section 3356.11 to reduce the minimum required building line from sixty (60) feet to thirty (30) feet.
 
 
Section 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
