Explanation
Background: This ordinance authorizes the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contracts Purchase Agreements for Water Treatment Chemicals for the Division of Water.
The Purchase Agreement associations listed require approval by City Council in order for the division to expend more than $100,000.00, per Columbus City Code Chapter 329.

Fiscal Impact: $30,400,000.00 is available from within the Water Operating Fund. This ordinance is contingent on the passage of the 2026 operating budget, Ordinance 2939-2025.

Emergency Justification: Emergency action is requested in order to avoid the delay of purchasing chemicals necessary for the water treatment process. This will allow the Division of Water to continue to provide safe and reliable drinking water to the citizens of Columbus and surrounding communities.

To authorize the Director of the Department of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements for the purchase of Water Treatment Chemicals for the Department of Public Utilities; to authorize the expenditure of $30,400,000.00 from the Water Operating Fund; and to declare an emergency. ($30,400,000.00)

WHEREAS, the Purchasing Office established Universal Term Contracts for the purchase of Water Treatment Chemicals; and
WHEREAS, it is necessary to authorize an expenditure of $30,400,000.00 for the purchase of Water Treatment Chemicals; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Utilities in that it is immediately necessary to authorize the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate current and pending Universal Term Contract Purchase Agreements for the purchase of Water Treatment Chemicals to continue providing safe and reliable drinking water to the citizens of Columbus and surrounding communities without delay, all for the preservation of the public health, peace, property, safety, and welfare and
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements for the purchase of Water Treatment Chemicals.
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3. That for the purpose stated in Section 1, the expenditure of $30,400,000.00, or so much thereof as may be needed, be and is hereby authorized in object class 02 Materials and Supplies in the Water Operating Fund, per the accounting codes in the attachment to this ordinance.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
