1.                     Background

The Department of Public Service, Division of Infrastructure Management recently received a request from Ohio Black Expo to rename the roadway currently known as Washington Boulevard, from the south right-of-way line of Broad Street to the north side of Rich Street right-of-way, and to be renamed to “Granville T Woods Boulevard” as shown and indicated on the attached exhibit.

 

The aforementioned request will allow us to honor the late Granville T Woods. Mr. Woods was born in Columbus, Ohio on April 23, 1856, and became one of the most groundbreaking inventors of the late 19th and early 20th centuries with nearly 60 patents for his inventions, was an electrical engineer, and significantly impacted urban and rural transportation. The proposed name conforms to the Division’s current street naming policies and has been reserved until such time that this request has been completed, or denied.  The Division of Infrastructure Management has circulated concurrent notification to the City agencies without objection.  Ohio Black Expo has satisfactorily completed all of the requirements for renaming of a city street. A value of $2,625.00 for replacing street name poles and signs was established.

 

The Department of Public Service has elected not to charge Ohio Black Expo for replacing street name poles and signs; therefore, Washington Boulevard is renamed to Granville T Woods Boulevard at no cost to them. 

 

2.                     Fiscal Impact

The Department of Public Service waived the cost for the City to replace street name poles and signs to rename the above referenced roadways.

WHEREAS, the Department of Public Service, Division of Infrastructure Management recently received a request from Ohio Black Expo to rename the roadway currently known as Washington Boulevard, from the south right-of-way line of Broad Street to the north side of Rich Street right-of-way, and to be renamed to “Granville T Woods Boulevard” as shown and indicated on the attached exhibit; and

 

WHEREAS, the proposed name, “Granville T Woods Boulevard”, conforms to the Division’s current street naming policies and has been reserved until such time that this request has been completed, or denied; and

 

WHEREAS, the Division of Infrastructure Management has circulated concurrent notification in regard to the aforementioned actions to the City agencies without objection; and

 

WHEREAS, a value of $2,625.00 for replacing street name poles and signs was established; and

 

WHEREAS, after review of the request, the Department of Public Service waived the cost to rename above referenced roadways, therefore, Washington Boulevard is renamed to Granville T Woods Boulevard at no cost to them; and

 

WHEREAS, Ohio Black Expo has satisfactorily completed all of the requirements for renaming of a city street; and

 

WHEREAS, it has become necessary in the usual daily operation for the City to rename the roadway currently known Washington Boulevard, from the south right-of-way line of Broad Street to the north side of Rich Street right-of-way, and to be renamed to “Granville T Woods Boulevard” to honor the late Granville T Woods, now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1.  That the City of Columbus herby renames the section of Washington Boulevard, from the south right-of-way line of Broad Street to the north side of Rich Street right-of-way, and to be renamed to “Granville T Woods Boulevard” as shown and indicated on the attached exhibit.

 

SECTION 2. The Department of Public Service waived the cost to rename above referenced roadways, therefore, Washington Boulevard is renamed to Granville T Woods Boulevard at no cost to Ohio Black Expo.

 

Section 3.  That this ordinance shall take place and be in force from and after the earliest period allowed by law.
