Explanation
BACKGROUND: The need exists to amend Ordinance No. 1533.-2025 (the “ORDINANCE”), approved by Columbus City Council (“Council”) on June 23, 2025. The ORDINANCE authorized the Director of the Department of Development to enter into a fifth amendment to the City of Columbus Enterprise Zone Agreement (“AGREEMENT”) on behalf of the City with CoverMyMeds LLC, McKesson Corporation, MK 1 Property Company LLC, and MK 2 Property Company, LLC for the purpose of adding McKesson Corporation, and all affiliates and subsidiaries related to the McKesson Corporation as listed in Exhibit A, and any other affiliates or subsidiaries owned or controlled by McKesson Corporation and which are reported to the Department of Development through McKesson Corporation’s annual report to the Department as additional entities and party to the AGREEMENT (collectively, hereinafter referred to as “ENTERPRISE”).
The ENTERPRISE is requesting the AGREEMENT be amended for the fifth time to add McKesson Corporation, and all affiliates and subsidiaries related to the McKesson Corporation and any other affiliates or subsidiaries owned or controlled by McKesson Corporation and which are reported to the Department of Development through McKesson Corporation’s annual report to the Department as additional entities and party to the AGREEMENT, and henceforth contribute to the new job creation and payroll, and the retained jobs and payroll commitments as set forth in the AGREEMENT.
Prior to executing the amendment to the City of Columbus Enterprise Zone Agreement, the 90-day period needed to execute the amendment to the AGREEMENT expired, and the ENTERPRISE is requesting the 90-day period be extended to execute the amendment to the AGREEMENT.
The need now exists to amend the ORDINANCE. The ENTERPRISE is requesting the ORDINANCE be amended to revise the 90-day period needed to execute the amendment to the AGREEMENT, to 90 days after passage from this ordinance. This will not impact on the scope of the project as authorized by Columbus City Council. All job retention, job creation, and investment commitments remain unchanged.

WHEREAS, the need exists to amend Ordinance No. 1533-2025, which was approved by Columbus City Council on June 23, 2025; and
WHEREAS, the ordinance authorized the Director of the Department of Development to amend the City of Columbus Enterprise Zone Agreement with CoverMyMeds LLC, McKesson Corporation, MK 1 Property Company LLC, and MK 2 Property Company, LLC for the purpose of adding McKesson Corporation, and all affiliates and subsidiaries related to the McKesson Corporation as listed in Exhibit A, and any other affiliates or subsidiaries owned or controlled by McKesson Corporation and which are reported to the Department of Development through McKesson Corporation’s annual report to the Department as additional entities and party to the AGREEMENT (collectively, and hereinafter referred to as “ENTERPRISE”) and henceforth contribute to the new job creation and payroll, and the retained jobs and payroll commitments as set forth in the AGREEMENT; and
WHEREAS, prior to executing the amendment to the City of Columbus Enterprise Zone Agreement, the 90-day period needed to execute the amendment expired, and the ENTERPRISE is requesting the 90-day period be extended to execute the amendment to the AGREEMENT; and
WHEREAS, it has become necessary in the usual daily operation the need exists to now seek an amendment from Columbus City Council for Ordinance No. 1533-2025, to revise the 90-day period needed to execute the City of Columbus Enterprise Zone Agreement, to 90 days after passage from this ordinance; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 3 of Ordinance No. 1533-2025 is hereby amended to revise the 90-day window needed to execute the amendment to the City of Columbus Enterprise Zone Agreement, to 90 days after the passage of this ordinance, as follows, with additions in underline and deletions in strikethrough:
SECTION 3. That this Fifth Amendment to the City of Columbus Enterprise Zone Agreement be signed by CoverMyMeds LLC, MK 1 Property Company LLC, and MK 2 Property Company, LLC and McKesson Corporation on behalf of itself and all affiliates and subsidiaries related to McKesson Corporation as listed in Exhibit A within ninety (90) days of passage of this ordinance Ordinance No. 3284-2025, or this ordinance and the incentive authorized herein shall be null and void.
SECTION 2. The existing Section 3 of Ordinance No. 1533-2025 is hereby repealed.
SECTION 3. That all remaining Sections of Ordinance No. 1533-2025 not amended by this ordinance remain in full force and effect.
SECTION 4. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
