Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. for various eligible costs associated with the construction of their new facility. The Center is located at 85 South Clarendon Avenue in the Hilltop Community Reinvestment Area. The contract amount will be $41,000. Examples of costs eligible for this contract are architectural, engineering and utility fees.
This organization has been actively involved in the Hilltop community for over 42 years with programs geared to youth aged six to twenty-one years. The Center provides an after-school program, counseling and tutoring services, and nutritional meals in the summer.
This legislation is presented as an emergency to provide funding as soon as possible.
FISCAL IMPACT: Funds for this contract are allocated from the 1999 Community Development Block Grant Fund, Hilltop I Community Reinvestment Area Fund.

Body
WHEREAS, the Director of the Department of Development desires to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. to provide funding support for the new youth facility, within the Hilltop neighborhood ; and
WHEREAS, the contract will enable The J. Ashburn, Jr. Youth Center, Inc. to continue the programs it offers to Hilltop Area youth, aged six to twenty-one years; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is immediately necessary to enter into a contract with The J. Ashburn, Jr. Youth Center, Inc. in order to preserve the public peace, health, safety, and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development is hereby authorized to enter into contract with The J. Ashburn, Jr. Youth Center, Inc. for the purpose of supporting the new Youth Center facility in the Hilltop Community Reinvestment Area.
Section 2. That this contract is awarded pursuant to Section 329.15 of the Columbus City Codes, 1959 as amended.
Section 3. That for the purposes as stated in Section 1, the expenditure of $41,000 or so much thereof as may be necessary, be and is hereby authorized to be expended from the Department of Development, Division No.44-05, Fund 248, Object Level One 03, Object Level Three 3336, OCA Code 440258.
Section 4. That in the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its' passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
