Explanation

This ordinance authorizes the City Clerk to enter into a grant agreement with The Gladden Community House, a non-profit entity, in support of the organization’s Marching For More event.

 

For 118 years, Gladden Community House has been a refuge and a resource for children, families, and seniors. Through various services, Gladden and their staff have been a constant presence that empowers the community and stabilizes generations of Franklinton families.

 

For 15 years, The Ohio State Marching Band has teamed up with Gladden Community House to host Marching for More, an evening of celebration to raise awareness and vital funds for Gladden’s work on behalf of children and families in Franklinton. Partnering through tradition, music, and community service, this annual event with The Ohio State University Marching Band has helped Gladden raise over $1.7 million dollars in support of Gladden’s life-impacting work and mission.

 

This event has been instrumental for Gladden carrying out its services and programs and a sustainable funding source that has allowed Gladden to recruit, retain, and support their staff with upgraded facilities and compensation.

 

Emergency action is necessary to provide reimbursement for operating expenses of the event that occurred on October 11, 2023.

 

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

To authorize the City Clerk to enter into a grant agreement with The Gladden Community House in support of their Marching For More event; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($20,000.00)

 

Body

WHEREAS, through various services, Gladden and their staff have been a constant presence that empowers the community and stabilizes generations of Franklinton families; and

 

WHEREAS, For 15 years, The Ohio State Marching Band has teamed up with The Gladden Community House to host Marching for More, an evening of celebration to raise awareness and vital funds for Gladden’s work on behalf of children and families in Franklinton; and

 

WHEREAS, This event has been instrumental for Gladden carrying out its services and programs and a sustainable funding source that has allowed Gladden to recruit, retain, and support their staff with upgraded facilities and compensation; and

 

WHEREAS, an emergency exists in the usual daily operation of the Clerk's Office in that it is immediately necessary to authorize the City Clerk to enter into a grant agreement with The Gladden Community House to provide reimbursement for operating expenses of their annual Marching For More event that occurred on October 11, 2023 thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the City Clerk is authorized to enter into a grant agreement with the not-for-profit The Gladden Community House in support of their March for More event.

 

SECTION 2. That the appropriation and expenditure of $20,000.00, or so much thereof as may be needed pursuant to the action authorized in SECTION 1, is authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
