Explanation
This legislation authorizes the Director of the Office of Education to accept, appropriate and expend money received from the Franklin County Department of Job and Family Services and  enter into contract with TECH CORPS Ohio and COWIC. This money will be used for funding of the City Student TECH CORPS program from September  1, 2006-August 31, 2007. The program will prepare youth for the future with education in the computer science field for 200 students ages 14 to 18 who are TANF eligible. Program will provide computer instruction  and  place students who successfully complete the program into summer internships which are technology related.
 
FISCAL IMPACT: Funds will be received from the Franklin County Department of Job and Family Services to fund the City Student TECH CORPS program. Money will be in the Education Special Grant Fund 291, Grant 400002 OCA 400002 OBJ LVL 03-3336.  Academic year training program will be funded in the amount of $ 196,394.00 and  summer intern programming will be funded in the amount of $440,438.94. The money will be reimbursed for services rendered.

Body
 
WHEREAS, the Director of the Mayor's Office of Education desires to accept, appropriate and expend $636,832.94  received from the Franklin County Department of Job and Family Services; and
 
WHEREAS, the Director of the Mayor's Office of Education desires to enter into contract with TECH CORPS Ohio to provide training and COWIC for summer intern programming; and
 
WHEREAS, the training provided with these dollars will be of the highest quality; and
 
WHEREAS, an emergency exists in the usual daily operation of the Office of Education in that it is immediately necessary to authorize the acceptance of this grant and to enter into contract with TECH CORPS Ohio and COWIC to avoid interruption in necessary services, thereby preserving the public health, peace, property, safety and welfare; and now,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS.
 
SECTION 1.  That the Director of the Office of Education be and hereby is authorized to accept a grant in the amount of $636,832.94 received from Franklin County Department of Job and Family Services and to enter into contract with the following agencies:
 
                            COWIC            Stipends Summer Youth Program      $420,000.00
 
                            Tech Corp Ohio                                                              $150,000.00        
                 
                             Office of Education                                                       $  66,832.94      
 
 
 
SECTION 2. That the Director of the Office of Education is hereby authorized and directed to enter into contract with TECH CORPS Ohio to provide education in the computer science field through training from September 1,  2006 to June 1, 2007 and to enter into contract with COWIC for Summer programming from June 1, 2007 through August 31, 2007 as shown in Section 1.
                         
SECTION 3. That for the purposes of funding said program, $636,832.94 is hereby authorized to be appropriated to and expended from in the following manner: Education Special Grants Fund 291, Grant 400002, OCA 400002 OBJ LVL 03-3336.
 
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part of hereof, this ordinance is hereby declared to be an emergency and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same. That this ordinance shall take effect at the earliest period allowed by law.
