Explanation

This ordinance amends the Management Compensation Plan, Ordinance 2713-2013, as amended, by amending the pay ranges of the Student Intern classifications in order to more appropriately align them to the market; to enact the classifications of Building Compliance Manager, Equal Employment Opportunity Specialist (Public Safety), Executive Director (Office of the Mayor) (U), and Inspector General Investigator as a result of Civil Service Commission action; to amend the pay ranges of four (4) seasonal classifications in order to more appropriately align them to the market; to remove language from the comprehensive major medical portion of the health insurance section; and to modify or update language in the vision portion of the health insurance section.

 

Emergency action is recommended in order to begin implementation.

 

 

Title

To amend the Management Compensation Plan, Ordinance 2713-2013, as amended, by amending various pay ranges; enacting classifications as a result of Civil Service Commission action; to remove, update, or otherwise modify language in the health insurance section; and to declare an emergency.

 

 

Body

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to modify the pay range of the classification of Student Intern I (0781); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to modify the pay range of the classification of Student Intern II (0782); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to modify the pay range of the classification of Student Intern III (0788); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Building Compliance Manager (1774) and assigning it to Pay Grade 93; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Equal Employment Opportunity Specialist (Public Safety) (0345) and assigning it to Pay Grade 91; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Executive Director (Office of the Mayor) (U), (0113) and assigning it to Pay Grade 98; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to enact the classification of Inspector General Investigator (3000) and assigning it to Pay Grade 92; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to modify the pay range of the classification of Aquatics Supervisor (Seasonal) (3184); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to modify the pay range of the classification of Lifeguard (Seasonal) (3183); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to modify the pay range of the classification of Recreation and Parks Aide (Seasonal) (3684); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(F) to modify the pay range of the classification of Summer Worker (3680); and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 16(B) to repeal language regarding TMJ or TMD; and

 

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 16(F) to modify or update language with regard to vision coverage; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to allow for immediate implementation thereby preserving the public peace, property, health, safety, and welfare;

 

NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
